We have no confirmation of a French press item this morning that Hassan and Ben Bella have agreed to meet in Libya. Our best informa- tion is that they have not yet agreed on a site or on a basis for discus- sions. d. Haile Selassie, pessimistic about bilateral talks, is slightly more hopeful that the meeting of African foreign ministers he is now promoting might yield something. The committee must have concluded that this was a chance they had to take since these individuals were calling for a new government minus most of the commit- teemen. c. Malaysia a. Thai Foreign Minister Thanat is back trying to bring the Maphilindo powers together again. b. Yesterday he sent messages to the three capitals urging a res- toration of diplomatic relations and early talks. c. He is not sanguine about his chances and neither are we. d. Indonesia early in the week issued a new decree which pro- vides the death penalty for certain economic and political crimes. It is intended to suppress opposition to or evasion of the government's anti-Malaysia policies and is a sharp departure from Sukarno's hitherto rather mild authoritarian- ism. e. We do not think that the amounts and types of Soviet aid-- which Ambassador Mikhailov indicated earlier in the week would be forth- coming--will compensate Djakarta for the losses incurred through these policies. Ecuador The junta has not been able to lay hands on the perpetrators of a recent series of bombings in Quito but promises to deal firmly with them. The authorities, warning that they intend to fight fire with fire, have ordered special training for police and opened counterinsurgency courses for troops. D.
