a. Skirmishing yesterday along
the border and on the diplomatic
front produced no major changes.
b. The Algerians probably have
not, as they claim, retaken the dis-
puted post of Hassi Beida, where the
Moroccans have marked superiority.
C. We have no confirmation of
a French press item this morning
that Hassan and Ben Bella have agreed
to meet in Libya. Our best informa-
tion is that they have not yet agreed
on a site or on a basis for discus-
sions.
d. Haile Selassie, pessimistic
about bilateral talks, is slightly
more hopeful that the meeting of
African foreign ministers he is now
promoting might yield something.

3. Congo
a. Just ?as the situation in
Leopoldville seemed yesterday to be
calming down and the strikes ending,
the "emergency committee" arrested
the three top labor leaders.
b. This action could spark
more trouble in the tinder dry Leo-
poldville situation. The committee
must have concluded that this was a
chance they had to take since these
individuals were calling for a new
government minus most of the commit-
teemen.
c. Ambassador Gullion has called
on Prime Minister Adoula, whom the
laborites are willing to retain, and
found him a "spectator", the real
operational center of government
having shifted to the offices of the
committee in the center of town.

a. Thai Foreign Minister
Thanat is back trying to bring the
Maphilindo powers together again.
b. Yesterday he sent messages
to the three capitals urging a res-
toration of diplomatic relations
and early talks.
c. He is not sanguine about
his chances and neither are we.
d. Indonesia early in the
week issued a new decree which pro-
vides the death penalty for certain
economic and political crimes. It
is intended to suppress opposition
to or evasion of the government's
anti-Malaysia policies and is a
sharp departure from Sukarno's
hitherto rather mild authoritarian-
ism.
e. We do not think that the
amounts and types of Soviet aid--
which Ambassador Mikhailov indicated
earlier in the week would be forth-
coming--will compensate Djakarta
for the losses incurred through
these policies.

anew his disgruntlement with UAR
performance under the UN disengage-
ment agreement.

not inclined to extend the UN mission
beyond early next month, the present
deadline, in the absence of Egyptian
troop withdrawals. He did not com-
pletely close the door, however.

month

NOTES
A. USSR-Cuba Khrushchev's "Dear Fidel" letter yester-
day offers aid a bit in excess of that needed for
immediate relief but far short of what would be re-
quired to cover the longer term effects of Flora.
B. Kenya Some of the pressure went out of the Kenya
situation Thursday when the leading opposition group
"postponed" its plans to secede and said it would try
instead to work with Kenyatta. It still expects,
however, that he will transfer certain powers and
funds to regional authorities by the turn of the
year.
C. Ecuador The junta has not been able to lay hands
on the perpetrators of a recent series of bombings
in Quito but promises to deal firmly with them.
The authorities, warning that they intend to fight
fire with fire, have ordered special training for
police and opened counterinsurgency courses for
troops.
D.
Honduras Colonel Lopez, a successful coup
ham, now wants to be elected president.

E. Austria-Berlin Austrian Airlines is trying for
authorization of a Vienna-Berlin air route and has
sent identical letters on the subject to the four
occupying powers. We opposed a similar Austrian
effort last spring on the grounds that it would re-
quire negotiations with the East Germans and could
thus raise questions about allied use of air corri-
dors to West Berlin.
