Algeria- Morocco f. The UN observer team has arrived. Also an Asian People's Anti-Communist League conference opens in Saigon today. Finally, Saturday is South Vietnam's National Day. g. There are further rumors of regime-inspired demonstrations against our Embassy and USIS head- quarters a. Haile Selassie's mediation effort has clearly failed. Ben Bella, obviously heartened by the prospect of substantial help from Cairo con- tinues to insist that the Moroccans give up the border posts they have occupied. b. While determined to hold to what he has, Hassan has gone no further, having apparently turned down his army's pleas to move on Tindouf. He has made plain, however, his expectation that help will be forthcoming from us when the chips are down. Congo c. This point may have arrived. The Algerians have raised the scale of hostilities by launching what the press calls a major offensive to re- gain the two posts. Algerian troops are said to have retaken Hassi Beida in heavy fighting and to be threaten- ing Tinjoub. d. Ben Bella, believing he is about to regain by force what he could not get by negotiation, has dispatched an emissary to Tunis to catch up with Haile Selassie and tell him Algeria is now ready to talk. e. Nasir has publicly labeled Hassan the aggressor and committed himself to support Algeria. a. Leopoldville is strike- ridden. Teachers want pay due them in arrears and government workers want long-promised raises. b. Meanwhile, the vernacular radio in Brazzaville calls for a labor uprising and the same treat- ment for Adoula's government as that accorded Youlou's. To preserve what influence they can, the left wingers have given up direct opposition to coali- tion with the Christian Democrats and are now trying to get Nenni' to stipulate certain conditions. c. The situation remains ticklish, however, as the right wing Christian Democrats have yet to be brought into line.
