1. South Vietnam
2. UK-Cyprus
a. Our UN delegation believes
we must be prepared for a sharp and
extensive debate in the General
Assembly on Vietnam which will go
well beyond the human rights question.
b. It expects, as do we, that
the special UN mission will be cut
off from contact with "real" Bud-
dhists and will hence be obliged to
submit an unfavorable report.
a. Britain is going to
try its hand at keeping the Cyprus
situation under control.
b. The UK will attempt: to
dissuade Makarios from taking uni-
lateral action to change the con-
stitution; to persuade Turkey some
changes are necessary; and to en-
courage the Creek Cypriots to formu-
late proposals which are "fair and
reasonable" to Turk Cypriots.
c. The Commonwealth Relations
Office will then endeavor to promote
an informal meeting of the Greek,
Turkish and Cypriot foreign minis-
ters to approve the constitutional
proposals.

a. Sukarno has told Ambassador
Jones that if President Kennedy does
not visit Indonesia it will have a
most unfortunate effect on US-Indo-
nesian relations.
b. General Nasution has said
that before visiting the US he will
go to Moscow to discuss the rollback
of Indonesia's debt to the USSR and
to Paris to discuss buying tanks.

Malaysia was adopting an anti-Com-
munist posture, the USSR had no
choice but to oppose it and to as-
sist Indonesia.
a. There was only minor ac-
tivity along the border yesterday
with both sides still marking time.
However, defensive preparations and
reinforcement of troops continue.
b. Our Embassy in Rabat thinks
that efforts of the Algerian govern-
ment and exiled Moroccan opposition
leaders in Algeria and Egypt to
topple King Hassan have little chance
of success.

C. The largest opposition
party is deeply nationalist, mon-
archist, and anti-Algerian. Most
of the left-wing opposition would
either retreat in confusion or side
with the monarchy if forced to
choose between it and Algerian
"super-national socialism."
f. In Moscow, a Ministry of
Foreign Trade official has said that
Minister Patolichev will head a
trade delegation to Algiers in the
near future.
