1. Tito in America a. Tito's month-long tour of
Latin America was hardly a smashing
success.
b. His Brazilian visit, which
came just after the sergeants' re-
volt touched off a new domestic
crisis, was by all reports a fiasco.
Tito made little real impact in Bo-
livia or Chile where he was met, by
and large, with polite indifference.
c. His entourage
acknowledges his
failure in these countries. They
were pleased, however, by the rela-
tive warmth of his reception in
Mexico.
d. Tito's public utterances
in Latin America were filled with
the platitudes common to such oc-
casions. One exception was a state-
ment in Brazil which has attracted
considerable attention in non-aligned
circles. He said that the concept
of blocs and non-aligned states has
been superceded by anew division
between states working for "peace-
ful coexistence" and those against
it.

4. Poland
a. Bolivia has ordered the
immediate removal of a first secre-
tary of the Cuban embassy in La Paz
accusing him of trying to get infor-
mation from the foreign ministry "by
clandestine means."
b. He is the first high Cuban
diplomat in Bolivia to be declared
persona non grata since June 1961.
TETTITUan charge came close last
summer when he was charged with in-
terfering in the tin miners' strike.
c. The Cubans have been partic-
ularly active in promoting their
revolutionary line amongst Bolivian
leftists.
a. Poland's Communist rulers
have had to call out troops to quell
opposition to some of their recent
moves against the Church.
b. In one such incident local
police were twice driven back by a
hail of stones from those resisting

fore troops successfully stormed
the building. In another, armored
cars and tear gas were used to seize
a Capuchin monastery.
? c. The incidents arose in the
wake of nationwide closings of semin-
aries, convents, monasteries and the
few remaining parochial schools.
The regime hopes in this way to break
the power of the religious orders
which it regards as a pillar of
Church resistance.

d. Relations between the two
countries are already badly strained
by several recent exchanges of fire
near the border.
a. Tribal leaders on the re-
publican side who met several weeks
ago and issued anti-Egyptian resolu-
tions are now expressing their dis-
satisfaction with Sallal.
b. They have, for example, been
hinting more or less openly that his
government had something to do with
the recent murder of one of their
number.

NOTES
A. Berlin In continuing their harassment of allied
convoys the Soviets appear to be operating on the
assumption that they can keep these actions from
doing irreparable damage to the atmosphere of detente
and still draw the West, which in Soviet eyes also
has an interest in preserving this atmosphere, into
a new round of Berlin talks.
C. Sino-Soviet dispute The Soviets have now delivered
the unkindest cut of all. Izvestia, having examined
Mao's works at length, has concluded that he made no
original contribution to Communist ideology. Where
Mao did break new ground, Izvestia finds that he
merely "falsified" the true doctrine.
D. Laos Kong Le returned yesterday to the Plaine des
UWFFes. We have been getting a number of indications
recently that the Pathet Lao are building up strength,
perhaps in preparation for action against neutralist
and rightist forces in this area now that the dry
season is coming.
