a. New fighting broke out early
this morning in the Tinjoub area
where Moroccan and Algerian forces
clashed last week.
b. Today's fighting appears,
on the basis of first sketchy report-
ing, to be on a larger scale, how-
ever.(
c. Over the weekend the Moroc-
cans had begun to take a more asser-
tive line towards the border dispute.
King Hassan has declared that his
patience is at an end and has set
pre-conditions for talks with Ben
Bella which seem completely unaccept-
able to the Algerians.

f. Hassan probably wants to
take advantage of Ben Bella's other
troubles, his as yet unresolved
quarrel with the Berbers and his
falling-out with Boumedienne. Also,
Nasir, while making gestures of sup-
port for Ben Bella has his own
troubles and will be most reluctant
to engage himself deeply in another
war.
a. In Korean terms, Pak is
running scared. (The presidential
election is Tuesday.)
b. The opposition, down finally
to one major candidate, has been con-
ducting a hard-hitting campaign and
Pak's supporters are no longer sure
they can win in a relatively free
election.
c. The police and other govern-
ment agencies, which were being used
largely to drum out crowds for Pak,
have begun to harrass opposition
electioneering and intimidate the
electorate.

a. Signs accumulate that the
Saigon regime is getting set for
prolonged difficulties with the US.
b. The regime has taken several
belt-tightening steps, including the
slicing of government salaries, against
a possible major reduction of US aid.
These actions could foreshadow re-
quests for some reduction in the US
presence.
c. Nhu's Times of Vietnam
charged on Friday thai-the US had
embarked on. a "semi-secret policy
of diplomatic and economic black-
mail." This issue of the Times did
not, as it has in the past, absolve
President Kennedy of blame for anti-
regime activities by US officials
on the spot.

NOTES
A. Dominican Republic There were rather mild student
demonstrations over the weekend outstide the capital
but Santo Domingo students appeared somewhat cowed
by the strong line taken by the police. Non-student
agitators and troublemakers are reported mixing with
the university students, obviously to stiffen the
student protest.
B. Cuba-USSR A seventh shipload of Soviet arms may be
on its way to Cuba.
C
D. Italy Labor troubles now shaping up--including
a possible general strike in Rome Will
complicate the forthcoming negotiations between
Nenni and the Christian Democrats to form a govern-
ment. Communist and neo-fascist agitators will be
in the streets. Their game is to provoke joint
Socialist-Communist riots and thus give ammunition
to opponents of another center-left experiment.
