of the New Lands area, harvested
less than four bushels of wheat to
the acre. This is less than half
of last year's average, which, itself
was not too good. The US averages
between 15 and 20.
c. In 1958, when the New Lands
produced a fairly good crop, the
area accounted for about one-fourth
of Soviet wheat production, but dimin-
ishing soil moisture and fertility
have steadily reduced the area's-con-
tribution since.

c. Ne Win still fears a coup,
and has concentrated on opposing
political leaders and unreliables
among the military.
d. He has so far been cautious
in handling his religious opponents,
but criticism from that quarter, too,
is sharpening.
e. A leading Buddhist monk told
a crowd of some 10,000 in Mandalay
late last month that Ne Win should
be overthrown.

NOTES
A. Dominican Republic A state of siege was declared
in effect in Santo Domingo last night following a
substantial flare-up between police and university
students who were demonstrating against Bosch's
overthrow. The university area has been closed off,
but the situation is still precarious.
B. France-EEC The French are putting out the line
among their EEC partners that there is no need to
hurry with preparations for "Kennedy-Round" tariff
negotiations because the US administration would
just as soon put them off until after the 1964 elec-
tions anyway.
