a. Sukarno assured Ambassador
Jones this morning that the situation
is under control. No attacks on
Americans have been reported.
C. Royal Air Force planes are
en route from Singapore to evacuate
homeless British and Australians,
including a large proportion
of the business community. Sukarno
has pledged his cooperation, but
there are indications that Indonesian
oil and air transport union workers
may refuse to service the planes.
d. We see no evidence that the
Soviets have encouraged Indonesian
opposition in Malaysia beyond some
propaganda support.
a. The proposal--by Albania--
which put the Chinese representation
issue on the agenda contains a de-
mand that Taipei's expulsion take
place simultaneously with Ppiping's

admission. This will cost the vote
of many African countries which favor
"two Chinas."
b. The USSR's failure to in-
troduce this item was apparently
calculated, as was India's silence,
but both will probably vote in Peip-
ing's favor.
c. The issue will first come
up in the credentials committee,
where Taipei will have an advantage
of five to three, with one neutral.
d. There will probably also be
a move by Algeria to reject South
Africa's credentials. Four members
of the committee are expected to be
for, three against. This would leave
Ecuador and Panama, whose positions
we do not know, with the key votes.
e. It appears likely that In-
donesia will decide to put Malaysia
on the agenda.
a. Our mission to the EEC
still sees little chance of next
Monday's meeting of the Council
reaching an acceptable compromise
on the poultry dispute.

b. A consensus within EEC
favors a 1.3 cents-per-pound reduc-
tion in the poultry levy. The French,
however, regard this figure as a
ceiling, rather than an interim con-
cession pending further negotiations.
C. The French will propose
that EEC retain the right to revoke
even this reduction in case of "trade
repercussions." Paris will also de-
mand that the US abandon planned
tariff increases.

NOTES
A. USSR - Canadian Wheat The Soviets, who have con-
tracted to transport the recently purchased wheat,
are losing no time in getting on with the task.
B. Chad Fort Lamy appears calm today, thanks to a
In-6ml use of force by the government. Although
French advisers assisted Chadian forces, French
troops were neither asked for nor used. Our Paris
embassy comments that this hands-off policy, evident
in the Brazzaville crisis and in recent troubles in
the Ivory Coast, may help authoritarian French-speak-
ing African leaders to find the path of moderation.
C. Israel The Eshkol government, previously under
fire for alleged weakness in dealing with the Arabs,
appears to have been strengthened by the UN Security
Council vote early this month on Israeli-Syrian bor-
der troubles. The Israelis believe that the vote,
in spite of a Soviet veto, sobered the Syrians more
than a small-scale retaliatory raid would have done.
D. Iraq-Egypt The Iraqi Baathist regime has taken off
the gloves and directly attacked Nasir personally.
Cairo in turn will probably now flay the entire
Baathist movement, instead of limiting itself to
Syria.

UN troops in the Congo0
such a contingent would undercut him by med-
dling in Congolese politics. The phase-out of UN
forces in the Congo is continuing.
