1. Communist
China
a. Peiping today issued a
"statement of the Chinese government
advocating the complete, thorough,
total, and resolute prohibition and
destruction of nuclear weapons."
b. It charges the USSR with
"selling out" the Soviet people to
the forces of war and allying itself
with the US against China, peace and
socialism.
c. To document the case, the
Chinese use Moscow's own earlier
arguments against such a treaty.
d. The Chinese repeat their
contention that it would be "unthink-
able" for China to adhere to such
a treaty--a "dirty fraud" under which
the US has everything to gain and
nothing to lose.
? e. Instead, Peiping puts forth
its own sweeping nuclear disarmament
proposals and calls for a meeting
of world leaders to discuss total
prohibition of nuclear weapons.

4. Malaysia
a. The meeting in Manila is
described for public consumption as
proceeding satisfactorily and in a
friendly atmosphere.
b. The three chiefs of state
have approved the agreement drawn
up last month by their foreign min-
isters, but by their own admission,
have not yet come to the crucial
question of whether Malaysia will
be formed before or after the wishes
of the people of North Borneo are
ascertained.
c. ,The meeting is scheduled
to end Saturday.

a. The Paz government is con-
sidering a state of siege in the
troublesome mining districts.
b. It is determined to keep
the rampaging miners in check and
will use armed force if necessary
to do so, but would rather rely if
possible on the local peasant mili-
tia.
c. The crisis may finally be
coming to a head, however. The pea-
sant militia in the crucial Catavi
area were broken up Monday when a
force of armed miners attacked their
headquarters and killed their
leaders.

old, will probably be declared at an end on Friday.
