Cuba a. Havana is all decked out for today's anniversary celebration which will culminate in a mass rally in Revolutionary Plaza. b. At least 200 Latin Ameri- cans apparently have been invited to attend the celebrations. For a va- riety of reasons, however, including Jamaica's refusal to allow transit, scheduling difficulties (probably at least partly deliberate) out of Mexico City, and a delayed Cubana flight from Europe, the number of actual arrivals has been consider- ably reduced. c. Following an earlier sus- pension of the flight, a Cubana air- lines IL-18 arrived in Rio de Jan- eiro on Tuesday and returned to Havana yesterday with a load of ?Latin American delegates to attend the celebrations. South Vietnam a. Nhu continues to meet with army generals. His purpose, he has told them, is to surface and "deflate" some of the problems that may be troubling them. b. With these tactics he may well have succeeded in his evident real pur- pose which is to smoke out and dis- arm those who have harbored thoughts of a coup. c. a lull in Bud- dhist demonstrations has coincided with a more conciliatory attitude on the part of Diem and his minis- ters. d. Indonesia a. .Sukarno, already angered by British expulsion of his consuls in Jesselton, professes to be out- raged by receipt of a formal Malayan invitation to send a delegate to the Malaysian inaugural ceremonies on 31 August. b. Now he says he will not at- tend the summit talks set for next Tuesday in Manila. Evidently to show that he means it, the Indonesians have cancelled their hotel reserva- tions in Manila. c.
