Sino-Soviet Dispute a. The Chinese and Soviets appear unable even to find a formula for ending their talks. b. The Soviets yesterday pub- lished a vindictive 35,000-word reply to the notorious Chinese letter of 14 June, which they also finally published. c. The Soviet letter is a free- swinging attack on the most vulner- able points of the Chinese position, directly accusing the Chinese leader- ship of distortion, falsification, "pseudo theorizing", just plain ly- ing, and even using "foul language." id. Moscow for the first time accused the Chinese of organizing and supporting "various anti-party groups of renegades" in an attempt to undermine the unity of the entire world Communist movement. e. Guinea The confusion over whether Toure has de- cided to stop T1.1-114 flights to Cuba via Guinea probably reflects a major policy struggle which ap- pears to be going on in the regime's ruling politi- ? cal bureau. The extreme left seems to be trying to make an issue of this in an effort to reverse Toure's movement toward the West. Even if Toure wins out, as our embassy thinks probable, he may have to make other concessions which will slow the trend away from the bloc. Haiti Radio Haiti announced yesterday afternoon that Clement Barbot, his brother and others were killed in a fire fight yesterday morning. C. India D. Ecuador Ambassador Bernbaum tells us that the junta has been accepted with enthusiasm by the parties of the right and with tolerance by the par- ties of the democratic left. The Communists ap- parently have been forced to abandon their plans for mass demonstrations and a general strike. The junta has declared its intention to return the na- tion to an electoral civilian government by mid-1964 rather than 1965 as previously announced.
