Sino-Soviet talks 2. Soviet Forces in Hungary a. Talks with the Chinese re- sumed in Moscow this morning follow- ing yesterday's hiatus. b. Demonstrating righteous innocence and speaking in tones more of regret than anger, Peiping issued a statement this morning which urges that all fault lies with the Soviet side. c. This done, the Chinese re- turned to the conference where they are pressing hard for a conclave of world Communist party leaders, d. Khrushchev, meanwhile, has returned from the Ukraine to greet his faithful ally Janos Kadar and the visiting Hungarian delegation. a. On the other hand, U Thant, who is just back from talking with Janos Kadar, says he believes Kadar will take up the matter of withdraw- ing Soviet troops while in Moscow. 3. .UAR - Saudi a. The UAR clandestine radio, Arabia Voice of the Arab Nation, has, de- spite our urgent representations in Cairo, again broadcast vicious charges against Saudi leaders for allowing American Jewish troops to enter "holy Islamic territory." b. The International Red Cross has turned down the Saudi request for an investigation of Egyptian use of gas in Yemen. The Red Cross says the request would have to come from both parties.
