1. USSR - Commu-
nist China
a. The Sino-Soviet talks may
already have come to an abrupt end.
The Chinese delegates apparently
failed to show for today's meetings.
b. If so, it would appear the
Soviets finally succeeded in maneuver-
ing Peiping into making the overt
break.
c. The Chinese were probably
reacting to a Soviet Central Commit-
tee statement published in this
morning's Pravda.charging the Chinese
with carr5i-TE a "deliberate cam-
paign" to worsen relations and claim-
ing--somewhat disingenuously--that
Moscow will continue to strive to
"overcome the difficulties."
d. The pretext for this blast
was Sunday's rally in Peiping held
in honor of the five Chinese thrown
out of Moscow for distributing polemic
literature.
2. Portugal-US- a. Portuguese Foreign Minister
Congo Nogueira's blood pressue is down
once more, although he apparently
still believes the US is behind
?Adoula's recognition of the Angolan
government-in-exile.

3. Egypt-Yemen
b. In a long and inconclusive
talk yesterday with Ambassador El-
brick, Nogueira said that Lisbon is
not planning drastic action in the
immediate future.
a. Ali Sabri told Badeau on
Saturday that Saudi aid to the
royalists had continued after the
UN observers had arrived and that
Egypt would not begin troop with-
drawals until it stopped.
c. On the other hand, it is
clear that the royalists are giving
the Egyptians a hard time north and
east of Sana. Sabri admitted that
tribal support for the Sallal govern-
ment was "cooling."
d. Badeau is to see Nasir on
the 15th.

NOTES
A. USSR We do not know why Khrushchev is in Kiev at
present--he left Moscow last Friday--but suspect
his absence from Moscow is intended as a deliberate
insult to Peiping. He was still in Kiev yesterday
when he received Spaak.
B. USSR-Rumania Moscow is still trying to cover up
KhrushchevTs hurried visit to Bucharest on 24-25
June. Soviet Ambassador Zhegalin stated flatly in
Bucharest that Khrushchev received the Women's Con-
gress group in Moscow 24 June, However, Moscow's
Mayor greeted the opening session and the Soviet
delegate read Khrushchev's message to the group. We
continue to believe Khrushchev made the trip.
