c, The Communist press in Hong
Kong, which often serves as a fore-
runner for the official line adopted
later by Peiping, has some predictably
unkind things to say of the forth-
coming test-ban talks:
d. "As for trying to bind
China's hands through great nation
chauvinism and prevent it from nuclear
testing, this is only dreaming. How-
ever, there are people who agree to
immediatly consider suspension of
tests. We just wonder what is in
minds of those who are in such a
hurry to help Kennedy plot to cheat
people."
e. Even more pointedly, another
paper editorialized: "US officials
said banning atmospheric testing
without banning underground tests
can keep China out of the nuclear
club. It comes as a surprise that
Moscow has "even welcomed such vicious
proposals. To let a small number of
countries have a monopoly of nuclear
weapons to threaten others is by no
means the way to peaceful coexistence.

3. Argentina
a. Yesterday's elections were
accomplished without major incident.
b. Only about a half of the
votes have been counted so far (slow-
ness is attributed to heavy winter
weather), but it is already clear
that many Peronists did not obey
Peron's orders for "revolutionary
abstention." The blank vote totals
only about 15 percent. The Peronist
vote thus ranks in fourth place at
the present count.
c. The Peoples Radical Civic
Union (UCRP), supporting Dr. Arturo
Illia is in the lead thus far, fol-
lowed by the Intransigent Radicals
(UCRI) under Dr. Oscar Alende.
d. One possible outcome is
that the two Radical parties, both
of center-left orientation, may
reunite to form a reform-oriented
government.
e. Retired General Aramburu,
candidate of the Union of Argentina
People, is running third, and appar-
ently losing ground, but still has
a chance to win in the electoral
college when it meets on 31 July.

NOTES
A. Cuba The Cuban navy has relaxed its alert status.
It had gone on alert following an emigre announce-
ment two weeks ago that an "invasion" had been
launched.
B. Syria The two-week-long standoff in the struggle
for powerbetween the Baathists and military boss
Hariri has apparently been resolved in favor of the
Baathists. Hariri has been relieved of his jobs
as Defense Minister and Chief of Staff and, accord-
ing to an Egyptian broadcast, posted, in the good
Arab tradition, to the embassy in Paris where he can
do less harm.
C. Nationalist China - India Chiang Kai-shek has re-
portedly given up trying to establish an unofficial
representation in India. He has been angered by
Nehru's unwillingness to accept the mission on an
overt basis and by Nehru's continued Indian desire
to maintain relations with Peiping.
D. Jordan With the carefully controlled election over,
prospects are that King Husayn's new government will
be conservative and docile under Prime Minister Nasir.
E. British Guiana There has-teen no further violence
in British Guiana as workers return to their
jobs following the agreement reached this weekend
between Jagan and the Trade Union.
