a. We have little confidence
that Giovanni Leone, Christian Demo-
crat speaker of the National Assembly,
can muster sufficient support to form
a government.
b.
If Leone falls entirely, the Christian
Democrats are divided on what to do
next.
c. There is increasing talk
of another election as the way out
of the crisis. Social Democrat
leader Saragat feels that calling
for elections now is "the best pos-
sible way" to bring Nenni's opponents
within the Socialist Party to their
senses.
d. We fear, however, that the
Communists would almost certainly
stand to benefit from any elections
arising from the muddle.

US blacklisting and that Cuban ships
are frequently immobilized from want
of maintenance and parts.
a. General Von Horn, in a state
of emotional upset, told one of our
Embassy officers on 15 June that his
UN observation mission is "doomed
to failure."
b. Von Horn is a sensitive
officer given to occasional emotional
outbursts, and he may now be exag-
gerating his difficulties.

There is talk again of a military coup.
Haiti Duvalier is sending an economic mission,
3=1-Wing several of his cabinet ministers, to
Western Europe before the end of June. The itiner-
ary includes Italy, France, England, and West Ger-
many./
C. .Algeria-Cuba
Ben Bella is urging Castro to
pay a state visit on 5 July, Algeria's independence
day.
D. Laos The latest neutralist strong point to fall to
TEU-Pathet Lao is Nhommarath in south-central Laos.
Phoumi is worried about the effect of this on his
ability to hold Thakhek on the Mekong, the loss of
which would cut the government-held area in two.

F. Congo Stanleyville appears likely as the next site
TUF-1- round of violence. Adherents of Georges Gren-
fell, a fanatic anti-Western Lumumbist recently
elected president of the new Haut Congo province,
are expected to resist efforts by Leopoldville mili-
tary and security officials to unseat him.
G. USSR We have been noting signs of probable prepara-
tions for more major military exercises, We expect
a large-scale air exercise involving both Soviet and
Satellite forces, a naval exercise in the Norwegian
? Sea area, and an exercise in the northern Satellite
area.
