USSR - Nuclear a. During their 10 May conver- Test Ban sation, Khrushchev told Harold Wilson that the USSR has withdrawn the offer of two or three on-site inspections to police a ban on nuclear tests. 2. Communist China - USSR b. Khrushchev had implied earlier that he had backed away from his offer of last December, but this is the first explicit statement to that effect. c. According to the account of the talk that Wilson gave our embassy in Moscow, there was nothing in Khrushchev's remarks to support the view that the USSR may now be inclined towards a partial test ban agreement which would not include underground tests. Bolivia The Bolivian Foreign Ministry announced today that it will pull out of the Organization of American States permanently.
