1. USSR - Nuclear a. During their 10 May conver-
Test Ban sation, Khrushchev told Harold Wilson
that the USSR has withdrawn the offer
of two or three on-site inspections
to police a ban on nuclear tests.
2. Communist
China - USSR
b. Khrushchev had implied
earlier that he had backed away from
his offer of last December, but this
is the first explicit statement to
that effect.
c. According to the account
of the talk that Wilson gave our
embassy in Moscow, there was nothing
in Khrushchev's remarks to support
the view that the USSR may now be
inclined towards a partial test ban
agreement which would not include
underground tests.

a. The Diem government's posi-
tion my become precarious if the
pending negotiations with the Bud-
dhists are not successful.
b. Charge Trueheart ad-
vised Diem yesterday that he will
have to meet the Buddhist's demands--
publicly and dramatically--or the
US government rill publicly disas-
sociate itself.
c. Diem replied that he would
not make up his mind until ifter the
negotiations had begun, either yes-
terday or today.
d. He emphasized that any such
US public state ent would be disas,-
trous at this cruel I point, but
agreed to keep Trueheart informed.

B. Soviet Bloc Forces
the Warsaw Pact exercises in the Bal-
Kans nave enaed. The next significant Pact mili-
tary activity should involve a large-scale maneuver
in the Northern European Satellites.
C. Haiti Haitian Foreign Minister Chalmers asked
the US charge to transmit to Washington the secret
hope of Haiti that Ambassador Thurston not return
to Haiti. Chalmers said that a demand for recall
is not being pushed at this stage.
D. Bolivia The Bolivian Foreign Ministry announced
today that it will pull out of the Organization of
American States permanently. The reason: The OAS
has proven that it cannot resolve the Lauca River
dispute with Chile.
