3. Rumania-USSR
b. Its mission is not known.
It was the ninth in the Tyuratam
Cosmos series which uses the heavy
(10,400 pounds) Vostock capsule.
a. Rumanian leaders apparently
remain convinced that Moscow's plans
for economic integration would leave
Rumania a second class citizen in
the Bloc.
b. Soviet Presidium member
Podgorny has been in Bucharest to
persuade them otherwise. But on
Wednesday, he was treated to an un-
compromising public speech by Ruman-
ian party secretary and Presidium
member Ceausescu.
C. Ceausescu quoted Lenin to
support Bucharest's view that "equal-
ization of the level of construction
of Socialist states is indispensable
for the construction of Communist
society."

4. Laos
d. This is a favorite Chinese
chestnut, too.
e. Curiously, when the Soviet
government newspaper Izvestiya car-
ried Ceausescu's speech, it deleted
this offending paragraph and another
relating to indispensability of heavy
industrial development. Pravda ran
the text in full.
a. So far, Communist forces
have not followed up their heavy
shelling of the past three days
with major attacks by ground units
on the softened-up neutralist out-
posts.
b. Kong Le continues to warn
of an impending Communist attack,
however, with-the North Vietnamese
carrying the ball,
c. By late yesterday after-
noon the shelling reportedly had
let up,
d. Souvanna has again appealed
to the Pathet Lao to join in talks
to restore the situation in the Plaine
des Jarres, but the Pathets have not
replied.

unacceptable terms.
5. Yemen a. Sallal is in Cairo to
plead for unity with the UAR.
6. Iraq
b. Sallal's problems have mul-
tiplied in recent weeks as the rift
widens between the two main tribes
and disenchantment with the regime
grows. The feeling in Sana is that
unity with the UAR is the only hope.
c. Nasir is aware of these
problems, and is not likely to wel-
come Sallal's effort to dump them
in his lap.
a. President Arif has been
linked to the anti-regime, apparently
pro-Nasir, conspiracy which was
blown last week in Baghdad.

Ecuador - tuna boats The nineteen tuna fleet mas-
ters intend to sit it out in Salinas. They have
plenty of provisions and hope their demonstration
of solidarity will engender enough sympathy and sup-
port from US unions and consumers to force a satis-
factory solution.
