1. UAR-Syria
a. Positions are hardening on
both sides of the Nasir-Baath dis-
pute.
b. The Baath party is moving
its members into key positions in
both the army and the internal secur-
ity forces to prevent a pro-union
coup.
e. Ambassador Kohler has ob-
tained from the Turks some interest-
ing information on the Soviet atti-
tude toward all of this which we
are enclosing as a document of in-
terest.

.2. Indonesia
3. Haiti
a. As things now stand Caltex
and Stanvac see no possibility of
reaching a satisfactory agreement
with Indonesia before the 15 June
deadline. They are getting ready
to withdraw their personnel and
dependents.
b. Ambassador Jones has been
instructed to see Sukarno as soon
as possible.
c. Peiping has finally publicly
acknowledged the anti-Chinese out-
breaks in Indonesia. Our Djakarta
embassy has received information,
however, that Peiping plans no of-
ficial protest, The Chinese ap-
parently learned a lesson in 1959,
when the heavy-handed intervention
on behalf of Overseas Chinese in
Djakarta brought damage to their
prestige.
a. The OAS commission com-
pleted its work in Port-au-Prince
and returned to Washington yester-
day.
b. The Commission's final re-
port may not indict either Haiti
or Dominican Republic , but could
stimulate broader OAS consideration
of the character of Duvalier's dic-
tatorship and the international ten-
sion generated by it.

NOTES
EL South Vietnam Further Buddhist demonstrations are
planned for 21 and 23 May. The occasion is the
requiem services for those killed in Hue on 8 May.
The government is readying precautionary measures,
but anti-government groups may try to exploit the
situation.
