1. Cuba
a. Havana has assigned a spe-
cial officer to Paris to carry
through on the program for recruit-
ing West European technicians
b. These men have been told
to look for "progressives" but not
necessarily card-carrying Communists.

it appears that the objec-
tive is to till the gap left by the
emigration of Cuban specialists and,
thus, to supplement rather than re-
place Soviet bloc technicians.
d. The Cubans are not likely
to gain a bonanza from the current
high world price of sugar--10 cents
a pound. Of the million tons of
this year's crop released from con-
tractual obligations by Communist
China and the USSR, 800,000 tons
had been sold by 11 February at
prices averaging 5.5 to 6 cents. At
least another 100,000 tons were de-
livered at 1962 prices to cover
1962 contract obligations.

2. Haiti
f. Thursday's aerial reconnais-
sance covered all five major Soviet
installations. Coverage of three
was good but revealed no significant
change. Photography of the remain-
ing two was of poor quality.
a. Increased security meas-
ures were instituted along parts of
the coast-yesterday.
b. Duvalier continues to main-
tain effective control of the coun-
try. This provides nations which
have not already withdrawn recogni-
tion sufficient basis for maintain-
ing diplomatic relations.
c. Most of the OAS Committee
arrived in Port-au-Prince yesterday.
Three members remained in the Domini-
can Republic.
d. General Constant, Haitian
Armed Forces Chief of Staff, appar-
ently got cold feet concerning the
unofficial meeting he had arranged
for yesterday with Colonel Batter-
ton, head of the US military mission,
and did not show.

of his T-6 aircraft for a "mission
of war," and has asked the US for
100-pound bombs for these aircraft.
c. Meanwhile, Souvanna is
still sparring unsuccessfully with
Souphannouvong over the choice of
a negotiation site--Luang Praban
as against Khang Khay.
4. Dominican Re- a. The domestic political
public challenge which Bosch had hoped to
head off with a resounding success
against Haiti may now be taking
shape.
b. Angel Miolan, president of
Bosch's Dominican Revolutionary
Party, is said to have demanded
that Bosch replace certain "reac-
tionary" cabinet members, including
Foreign Minister Freites.

5, Soviet Bloc
c. Miolan, who has ambitions
to succeed Bosch, has threatened
to lead sizeable elements of the
party into opposition if Bosch does
not give in.
a. A meeting of the first
secretaries of the Soviet bloc par-
ties--the first to be held since
mid-1962--appears scheduled for
June in Moscow.
b. Problems of economic in-
tegration--particularly the Ruma-
nian wrangel with CEMA--will prob-
ably be well up on the agenda.
C.. The Polish party is at-
taching a great deal of importance
to this meeting, which is expected
"to significantly affect the Polish
economy."
d. The meeting will fall be-
tween the Soviet party plenum set
for 18 June and the two-sided en-
counter between the Soviets and
the Chinese Communists which will
begin on 5 July. This timing will
give the Soviets a chance to put
the East European ranks in step be-
fore facing the Chinese.

yesterday that the "point of no return" has been
reached in relations between Egypt and the Syrian
Baath.

The North Koreans currently re use

March 1958--was released after eleven days.
upsR Three Soviet research vessels which have been
gathering hydrographic information off the east coast
from Nova Scotia to Bermuda for the past three months
