1. Haiti
a. Duvalier's militia are
flooding into the capital both to
guard against any further opposition
activity and to participate in cele-
brations marking his inaugural anni-
versary on 22 May.
c. Haitian authorities have
proclaimed the Dominican border
area a prohibited zone.
The French have six ships
standing by to evacuate French
nationals, if necessary.

2. Cuba
f. Costa Rica has joined Vene-
zuela in withdrawing recognition of
Duvalier's regime. Most of the
other Latin American governments are
on the fence.
b. Mexico has agreed with
Brazil's proposal that the two coun-
tries cooperate in opposing any OAS
effort to tighten hemisphere re-
strictions on trade with Cuba.

cines which would not be restricted)
is already insignificant, and that
any proposal to increase restrictions

NOTES
A. North Korea - US One of our helicopters was forced
down by North Korean ground fire some 17 miles north-
west of Seoul in North Korean territory. It had
strayed north of the demilitarized zonal boundary
while on a routine mission checking boundary markers.
Two US Army captains were aboard, but we do not know
yet whether either was hit by the gunfire.

C. Iraq-USSR The Soviets are making a determined ef-
fort to stay in the aid-to-Iraq business. Their
sheer persistance, coupled with an accommodating at-
titude, has overcome the initial Iraqi resolve to
get rid of them. Only about a quarter of some 350
to 400 Bloc personnel actually left Iraq, and the
remainder are still very much in the act, with aid
and industrial equipment now being expedited from
the USSR.
D. Israel-UAR Ambassador Barbour still cannot win
Ben Gurion's okay for regular US visits to the
Dimona site. Ben Gurion said he would have to "con-
sult" his government.
