1. Haiti
a. We should know by mid-day
whether Duvalier has pulled up stakes.
If reports that he intends to leave
today prove out, he will have arrived
in Curacao about that time.
b. A peculiar new element has
eatered the picture. Duvalier yes-
terday received a letter from De
Gaulle (a reply to a Duvalier let-
ter) which was friendly enough to
leave top Haitian officials wreathed
in smiles.
c. This has our embassy in
Port-au-Prince wondering--purely as
a hunch--whether Duvalier is plan-
ning a visit to France, giving him-
self in that way a chance to study
the future at a safe distance.
d. Venezuela has, meanwhile
broken relations with Haiti.1

a. African foreign ministers
are meeting today to lay the ground-
work for the long-heralded African
summit conference.
b. The full-dress conference,
opening next week, will bring the
leaders of the so-called "Monrovia"
and "Casablanca" groupings together
for the first time since the separate
blocs emerged in 1961.

c. The present climate favors
submergence of differences of view--
roughly speaking, moderate vs. radi-
cal--which have divided the two blocs.
d. This is likely to mean that
the conference will ignore regional
issues and focus on the familiar
themes of anticolonialism and African
unity.
e. A. common charter for an
intra-African "system" is now being
drafted along the lines of the OAS
charter.

4. Czechoslovakia a. A combination of uncertainty
on the regime's intentions with re-
gard to deStalinization and unh4pi-
ness with its economic policies has
put Czech youth in an ugly mood.
b. In two separate incidents
over the weekend, three African stu-
dents and an Arab were beaten up in
the center of Prague. In one case,
the Czech youths, numbering upwards
of 300, created a minor riot.

compounded by the government's cod-
dling of foreign students--and re-
sentment at government outlays in
the underdeveloped countries prob-
ably figured in the outbursts.
d. Young workers and students
a little more than a week earlier,
on May Days tried to demonstrate
against the government but were
blocked by security forces.

Baltika left Havana yesterday, bound
for anotherCuban port.
e. Monday's aerial reconnais-

NOTES
A. Laos US officials in Vientiane talked with Phoumi
ITUU-Meo leader Vang Pao yesterday in an attempt to
divert them from plans for the joint offensive with
the neutralists which had been set for today. Out-
ward signs were that the warning note had been heeded.
Yang Pao said he would try to dissuade Kong Le.
C. Argentina Progress in ending the cabinet disarray
is painfully slow. Only one new appointment, interior
minister, has been made. This goes to a man close
to Army commander Ongania2 who looks increasingly
to be the real signal caller. Ongania is firmly ad-
vocating that elections take place as scheduled in
July.

E. North Korea The first SAM site in North Korea was
identified by a Chinese Nationalist reconnaissance
mission flown on 9 May. Photography of the site,
located 16 nautical miles south southeast of Pyong-
yang, showed six launch positions, with launchers
probably.emplaced in each. We have not yet deter-
mined how long it has been there.
G. France-Guinea A high-level Guinean delegation has
arrived in Paris to explore the prospects for mend-
ing French-Guinean relations. The setting is hope-
ful, but there are some tough economic knots to be
untied, in particular the problem of indemnification
for nationalized property once French.
