1. Laos
a. Planning for a 16 May joint
offensive in the Plaine des Jarres
continues despite Souvanna's reluc-
tance. Souvanna has told Kong Le
he still has "a couple of cards to
? play" politically.
c. Hanoi is talking ominously.
According to TASS, the North Vietnam-
ese propose to "take effective mea-
sures to cut short the intrigues of
the US and pro-American forces in
Laos."

2. Haiti
a, the partial with-
drawal of Dominican forces from the
frontier area,
consider-
able concern over rumors and reports
of impending invasion.
c. The US Embassy is now get-
ting "many reports" of government
lists of persons selected for liquid-
ation and of orders for the systema-
tic murder of foreigners. According
to one report it is to be "Americans
first, then mulattoes."
d. Ambassador Thurston says
the embassy consensus is that the
mulattoes would be in real danger
should Duvalier feel himself threat-
ened.
e. He thinks that, by paint-
ing Americans as a prime target,
the mulatto group and others in op-
position would hope to stimulate
US action.

f. As Thurston sees it, since
most Haitians would seek to save
their own skins should it appear that
Duvalier was losing control, another
abortive or ineffective attempt
against the regime would bring the
greatest risk of a blood-bath.
g. Duvalier is said to have
promised a press conference today.
a. Postponement of the Central
Committee plenum from 28 May until
18 June will upset Khrushchev's
planned schedule.

4. Cyprus
c. The only known topic on
the agenda for this plenum was to
have been matters of "ideology."
However, the Chinese problem will
undoubtedly figure in it.
a. Tempers are rising over
the failure to resolve the issue of
Turkish and Greek municipalities.
b. The Turks see Makarios as
moving toward unifying municipal
administrations unilaterally and
Ankara has warned both the US and
?British embassies that it "could not
be sure" of the behavior of Turkish
Cypriots should this continue.
c. Several Cypriot officials
have put in a strong plea for US
"intervention," not to support one
side or the other but to "keep us
from killing ourselves" and to "get
people talking again."

A. Jamaica-Cuba New regulations
will make Jamaican travel to Cuba
more difficult.
B. Brazil Military tempers are flaring again. Army
officers are incensed over a scurrilous public at-
tack on a division commander last week by Goulart's
brother-in-law, Leonel Brizola.

has so far ducked taking a position.
?C. Jordan King Husayn expects further troubles but
appears now that he can weather the storm.
D. Indonesia Caltex, Standard Vacuum and Shell have
been informed that new regulations governing their
operations will go into effect on 16 June. These
presumably will reduce the companies' profit share
to less than 40 percent. They have been told that
should they decide against either resuming negotia-
tions or accepting the new regulations, they have
five months in which to close down. Ambassador Jones
is fairly optimistic; he thinks this a tactic to
force the companies back into negotiation./
