The Turks see Makarios as moving toward unifying municipal administrations unilaterally and Ankara has warned both the US and ?British embassies that it "could not be sure" of the behavior of Turkish Cypriots should this continue. c. They have been told that should they decide against either resuming negotia- tions or accepting the new regulations, they have five months in which to close down.
