Argentina 2. Haiti a. Guido 's government has fal- len apart under pressure of Interior Minister Rauch's charges of corrup- tion against four cabinet ministers. b. All of the civilian minis- ters and the three service secre- taries in the cabinet resigned late yesterday in,a successful move to force Rauch out too. c. We suspect the mass resigna- tions are the result of a compromise engineered by Army Commander in Chief Ongania and other military commanders. d. While the latter support the general line of Rauch's campaign, they apparently feel his attacks on the ministers went too far and would like to damp down political turmoil until the elections in July. a. Bosch told Ambassador Martin on Saturday that the OAS failure thus far to take strong action in Haiti had humiliated him and had given his political enemies at home additional ammunition to use against him. Martin thinks a Dominican invasion of Haiti unlikely, however, barring any new Haitian provocation. d. The Dominican radio is con- tributing to the war of nerves by broadcasting reports that an invasion of Haiti will take place on 15 May. a. Anew cabinet, still heavily Baathist, has been formed in Iraq, but Jundi's efforts in Syria have so far failed. In both countries, however, the real power lies with the revolutionary? command councils, and these are Baathist dominated. d. Nasir's radio is blasting away at the new governments which it charges are "fake national pro unity fronts." a. Moscow has printed a num- ber of articles in the press since Governor Harriman's departure which suggest it is moving in the direction of more blatant support for the Pathet Lao. b. In the complicated game the Soviets are playing with the Chinese, this line probably represents both a hope that Ho Chi Minh can be per- suaded not to align himself more fully with Peiping and a fear that failure to back the Pathet Lao will give the Chinese more ammunition.
