1. Dominican Repub-. a. The Dominican military's
lie - Haiti misgivings about an invasion of
Haiti have gotten through to Bosch.
b. Ambassador Martin yester-
day drew Bosch into admitting that
his armed forces are not up to the
job. He conceded that his navy is
"a joke," his jets are unsafe, and
his army lacks transport.
c. More Dominican troops were
to be moved to the border today but
Martin was told that this was being
done to keep the OAS stirred up.
d. Bosch plans to go on the
air at 8 o'clock this evening.

4. Laos
a. Souvanna has rarely been
more discouraged. He says his week-
end experience in the Plaine des
Jarres--the empty results of his
talks as well as the helicopter in-
cident--has left him all but con-
vinced that the Pathet Lao want war,
sooner -or later.
? b. ?Souvanna has asked the King
to call a meeting of the Council of
Ministers as soon as possible. This,
he seems to feel, will tell him how
the land lies. If the Pathet Lao
refuse a summons to Luang Prabang,
he will know that they intend to
take themselves out of the government.

7. EEC-US
a. The US is facing a setback
on tariff negotiations at the 8-9
May EEC ministers' meeting.
b. Ranking officials in several
EEC capitals have separately pre-
dicted that France's five partners
will make no strenuous effort to
overcome France's opposition to the
US position unless the US offers con-
cessions.
c. This opinion has been ex-
pressed by Dutch, Luxembourg and
German representatives. They con-
tend that some common ground must
be found between the US proposal
for 50% across-the-board tariff cuts
and the French advocacy of "har--
monized" tariffs. An impasse at the
EEC meeting would foredoom the GATT
ministerial conference scheduled
for 16 May.
