c. We note a present willing-
ness by Bucharest to criticize cer-
tain Soviet World War II political
actions.
d. In contrast to the other
satellites, Rumania has been rela-
tively mum on the Sino-Soviet dis-
pute and may even be playing footsy
with the Chinese--new agreements have
upped Rumanian trade with China and
Albania a notch, and Rumania returned
an ambassador to Albania in late
March.

a. The permanent Dutch repre-
sentative on the North Atlantic
Council, "letting his hair down,"
has told Ambassador Durbrow that
his government basically favors MLF
but is having its troubles.
b. Each service chief is con-
cerned only about getting funds for
his own service. The navy chief has
trouble envisaging how what looks
like .a merchantship can really be
a warship.

8. British Guiana
c. But the real rub is that
the Dutch are getting "allergic" to
US suggestions on military matters
since it is increasingly difficult
to explain various changes and modi-
fications to parliament after large
sums have already been appropriated.
d. The Dutchman thinks a post-
Ottawa briefing on US defense pro-
gramming might help explain why the
US sometimes feels obliged to change
its plans.
e. An Italian Foreign Office
official says that the Foreign Of-
fice and the Defense Ministry are
at a loss on how to go ahead with
MLF matters until a new government
is formed. He says the navy is still
dubious about the use of surface ships.
a. Tension is growing, with
the general strike in its third
week. Food and fuel are in exceed-
ing short supply, and the government
is weighing plans for a "state of
emergency."
b. Both sides are avoiding
violence, but the ingredients are
there. Continuation of the strike,
however, may depend on the avail-
ability of outside funds.

ing sentiment among union leaders

10. Cuba
a. The Transbalt, suspect as
a possible arms carrier, arrived in
Mariel last night.
b. Photography on Friday. and
Saturday showed no significant change
at Soviet or Cuban military instal-
lations.
e. The organization of Cuba's
new political machine--the United
Party of the Socialist Revolution--
has now reached the stage where
local cells are being formed into
district and regional units. Its
first national congress has been
promised sometime this year.

11. Haiti-Dominican a. All the ingredients for an
Republic explosion are present.
b. Additional Dominican ground
units have been moved to the border
and the Haitian military, in turn,
is on a full alert.
c. Bosch last night told two
US newsmen that Dominican forces
would attack Haiti Tuesday morning.
This may, however, be part of his
war of nerves.
d. He is obviously seeking .a
provocation. Last night he asked
Ambassador Martin for information
on the alleged recent murder of a
Dominican; he wanted this for a
cabinet meeting this morning. (Am-
bassador Thurston has heard such a
story--"an unconfirmed rumor").
e. Saturday, the Dominican
Foreign Minister said he was advocat-
ing early intervention--"on a col-
lective not a unilateral basis." He
would seize on the first pretext,
such as any incident involving the
asylees in the Dominican embassy in
Haiti--now under the "protection"
of the Colombian flag.

having some second thoughts. They
fear they are not really ready to
mount an invasion, and they talk of
a "confrontation" with Bosch, pos-
sibly at his cabinet meeting this
morning.
h. Early yesterday, Ambassador
Thurston in Port-au-Prince commented
that Duvalier appeared to be "in an
exalted mood like that of Hitler in
his last days in Berlin" and that
Duvalier was capable of starting a
blood bath should he receive word
of any, border incursion by anti-
regime forces.
1. He notes, however, that the
Haitian government has done much to
put its house in order as far as the
Dominicans were concerned and that
Bosch's sabre rattling was running
the "danger of being out-of-phase."

forwarded to New York a request for
a session of the UN Security Council
to "study the serious situation be-
tween Haiti and the Dominican Repub-
lic."

NOTES
A. East Germany So far the Soviets have been quiet
about a Danish F-84 which strayed 160 miles into
East Germany Saturday when its instruments went out.
The Soviets put up ten MIG fighters to intercept it,
but, instead of trying to force it down, they merely
provided an escort to West Germany.
B. Bulgaria We are seeing signs of some easing up on
the Catholic Church.
