Cuba wants to retain
good relations with Bolivia because
of Bolivia's poorly guarded borders
with five countries. This strengthens
our suspicions that Cuba
is directing pro-Castro activity
outside as well as inside Bolivia.
3. Haiti-Dominican a. President Bosch is making
Republic hay over the Haitian back-down.
b. The concession has removed
the most immediate issue, but in
present circumstances, another one
will surely arise. Bosch will prob-
hbly continue to build up troop
strength along the border and try
to maneuver Duvalier's downfall.

4. Laos
c. Haitian armed forces are on
a full alert. The Haitians yesterday
managed to arm and get a propfighter
airborne. Several Haitian coast guard
officers and NCO's reportedly deserted
and crossed over to take asylum in
the Dominican Republic.
d. Yesterday, Haiti's consul
in Santo Domingo gained asylum fol-
lowing the closure of his office,
and, in New York, Duvalier's permanent
representative to the UN told Ambas-
sador Stevenson that he wants to re-
sign.

d. The Pathet Lao have already
branded any attempt to station the
ICC in the Plaine des Jarres as "con-
trary to the Geneva accords," and
we expect they will now be even more
troublesome. Their propaganda has
turned to writing Souvanna off as a
tool of the "US-Phoumist reactionaries."
e. Souvanna yesterday issued
the statement which we had hoped would
refute Soviet charges against us.
It was typical Souvanna equivocation.
He blamed nobody for anything, merely
defended the neutralist role he is
trying to play.
