1. Haiti
a. Bosch's radio speech last
evening, though tough and threaten-
ing, did not commit him to immediate
military action against Haiti. He
did not specify what he would do if
his ultimatum, which runs for 24
hours from the time of his speech,
does not bring results.
b. Bosch has indi-
cated that he intends to do nothing
before Wednesday, which will give
the OAS time to enter the picture,
and permit Bosch to ease off.
C. The OAS investigation Com-
mission (Chile, Colombia, Ecuador,
El Salvador, and the US) planned to
fly to Port-au-Prince today.
d. Bosch also charged in his
radio broadcast that four of the
Trujillos have arrived in Haiti.
They took off by air from Jamaica
yesterday afternoon.

2. Jordan
e. Duvalier shows no signs of
moderating his course. Since his
request for withdrawal of the US
naval mission he has jailed the
mayor of Port-au-Prince, apparently
for refusing to make an anti-white,
anti-US speech, and has broken re-
lations with the Dominican Republic.
f. ?In Port-au-Prince, the ar-
rest or killing of suspected Duvalier
enemies is continuing. Large num-
bers of former military officers
have taken refuge in Latin American
embassies.
a. Cairo's Mlddle East News
Agency alleged yesterday that two
Jordanian battalions have mutinied
and have been joined by the national
guard. We feel sure that we would
have confirmation by now if this
were more than Egyptian incitement.
b. Jordanian troops are patrol-
ling the streets of Amman and other
key areas but the situation is de-
scribed as calm.
c. A further indication that
something was planned Saturday is a
report from Embassy Amman on the
first pickup on Friday of a new

Egyptian, broadcasting into Jordan.
The radio, calling itself the "Voice
of the Jordan Arab Republic," was
shrilly anti-Husayn.
a. Castro has been accompanied
to Moscow by his Minister of Economy
and a military contingent including
the Cuban Chief of Staff. We as-
sume from this that economic-military
aid talks will be in progress at the
same time that Castro is receiving
the full ceremonial treatment.
b. ?There is press speculation
but no hard information on the pos-
sibility that Fidel will move on to
Peiping.
the Soviet Union
and Algeria on the itinerary.
c. The Soviet ship Transbalt,
which passed Gibraltar this 'weekend,
appears bound for Cuba with an arms
cargo.
