pointing toward a request for what
amounts to a bilateral US-Spanish
alliance or mutual defense treaty
in return for renewal of the bases
agreement.

b. The latest of such signs
was the Spanish Foreign Minister's
remark to Ambassador Stevenson to
the effect that, even if the Spanish
could not enter NATO, they expected
the "same status" in relation to
their friends as NATO members.
c. Our Embassy in Madrid re-
ports that the Spanish negotiating
position on the ?bases agreement may
soon begin to unfold, with Franco
and his cabinet now "heavily involved"
with the matter.

representation in Brazil by appointing the son of
its foreign minister as Ambassador. Raul Roa Kouri,
