a. There is still no good evi-
dence to support reports of a Cuban
and Soviet buildup in the vicinity
of the Guantanamo base.

USSR
a. The Communists may soon
have a new excuse for tampering
with Berlin access.
b. West German parliamentarians
intend to hold a session of the
Bundestag in West Berlin 20-22 May
and may make a public statement to
this effect sometime after 22 April.
c. Symbolic sessions were held
in Berlin periodically until 1960
when Khrushchev let it be known that
such a session would cause him to
"consider" a separate treaty.
Marshal
Malinovsky--during his recent visit--
agreed "in principle" to an Indo-
nesian request for a new arms credit
to the tune of $170 million.

New troubles may be brew
ing.
b. Monday night Labor Minister
Kutuklui and several other top
leaders of the formerly dominant
Togolese Unity Party were arrested
on charges of plotting against the
provisional regime. This marks the
failure of President Grunitsky to
secure the electoral cooperation of
this group--representing important
younger elements of the Togolese
elite.
c. Further arrests on a broader
scale may be planned
d. At the least, Grunitsky's
chances for early recognition by
moderate African states will be set
back.

Yemen that Jordan is a staunch proponent
of Arab unity are getting the brush-
off in Cairo.

a broadcast Monday that King Husayn

des Jarres by the ICC was scheduled
for today; this time they hope to
talk to General Singkapo, the Pathet
Lao military commander.
b. Yesterday, Kong Le sent a
staff officer to negotiate with
Singkapo:
c. Reuters this morning re-
ported an agreement between Kong Le
and Singkapo. We think Reuters is
garbling a Peiping New China News
Agency account of a Pathet Lao
broadcast which harked back to the
4 April truce and blamed Kong Le's
"reactionaries" for breaking it.

LATE NOTE
Cuba Photography shows that the launchers 50X1
and theguidance equipment have been moved out of
the Chambas SAM site in central Cuba. The missile
equipment is now in a field some 300 yards north
of the site. We have no good explanation for this
and no nearby candidate as an alternate site to
which the gear might be moved.
