Fleet Commander Vasquez is now seeking rebel approval of the agreement at the Puerto Belgrano naval base. B. His send-off was scantily attended and there were signs of strain during his last minutes with Sukarno. E. Vietnam Statements from Hanoi reflect concern over the state of Viet Cong morale.
