1. Cuba-USSR
b. crates, probably
containing missiles for Komar-class
patrol boats, have been detected at
a new installation near Cabana,
about 10 miles west of Mariel. They
appear to have been moved from Mariel
to Cabana, where three storage revet-
ments and several buildings are under
construction. The boats are still
at Mariel.

3. Laos
a. Nicaragua intends to recog-
nize the Peralta government tomorrow,
if the situation in Guatemala remains
stable,
b. Nicaraguan Foreign Minister
Ortega, when informing our embassy,
added that he understood El Salvador
and Honduras had the same intention.
c. Bosch told our Embassy on
3 April that he would "wait and see"
about Dominican recognition.
d. Meanwhile, in urging US
recognition, Peralta's brother has
told us he is sure the government
would give the US a formal guarantee
that elections will be held within
two years.
e. The Arevalistas have cir-
culated an anti-Peralta manifesto
but have made no call for violence.
An Arevalista source has hinted to
our embassy that Arevalo is still -
in Guatemala.
a. Yesterday's cease-fire
agreement is not getting off to a
good start.

and dissident neutralist troops have
attacked pro-Souvanna forces at the
Xieng Khouang garrison.
a. There is a growing anti-
monarchical trend in Greece.
b. The political activities
hof Paul,
Fredericka, and Prince Constantine
have alienated the major political
parties. The public tends increas-
ingly to look upon the royal family
as anachronistic and associates it
with Greece's slow pace of moderni-
zation.
co The Karamanlis government
remains basically pro-monarchy. The
left and the pro-Communists, however,
may find the monarchy an issue on
which they can unite in opposition.

NOTES
A. Argentina Early this morning negotiators reached
tentative agreement on terms for a cease-fire in the
four-day rebellion. Fleet Commander Vasquez is now
seeking rebel approval of the agreement at the Puerto
Belgrano naval base.
B. Soviet space activities Yesterday's Soviet state-
ment that Lunik 4 will "pass close" to the moon's
surface may mean the vehicle is slightly off course.
We cannot determine whether or not this is so.

C. USSR-Indonesia Marshal Malinovsky left Indonesia
yesterday, reportedly completely dissatisfied with
his visit. His send-off was scantily attended and
there were signs of strain during his last minutes
with Sukarno.
E. Vietnam Statements from Hanoi reflect concern
over the state of Viet Cong morale. Hanoi recently
beamed a long radio pep talk to South Vietnam, where
food shortages and government military pressure are
causing a rise in the number of Viet Cong defectors.

Congo Tshombe has been trying to work out an
agreement with the Portuguese on how to curb Ango-
lan rebel use of Katanga as a base of operations 50X1
and on how to dispose of Katangan soldiers and mer-
cenaries who fled to Angola last January.
