a. General Pak has failed so
far to bring defiant civilian politi-
cal leaders to terms and the country
continues to lurch toward civic dis-
order.
b. Pak was turned down by five
of the six leading politicians whom
he called in to propose reinstitution
of the scheduled elections on condi-
tion that "corrupt politicians" agree
not to run.

if you do, damned if you don't"
treatment. The government newspaper
intones against a "handful of short-
witted foreign officials who attempt
mechanically to apply...dogmas of
democracy to Korea." Simultaneously,
both military and civilian leaders
almost desperately seek US advice
on how to end the impasse.

long unhappy with the go-slow policy
of party leader Aidit, are showing
signs of kicking over the traces.
b. At the risk of offending
Sukarno, with whom Aidit has had a
kind of modus vivendi, they are
trying to force Sukarno's hand in
bringing about party representation
in the Indonesian cabinet.
c. These elements, who look
to the Chinese Communists for their
lead, yesterday helped to stage a
student demonstration in Java pro-
testing the rising cost of living.

7. Guatemala
a. The alarm being raised
over allegations of a mounting
threat from Castro-Communist forces
may be contrived as an excuse for
declaration of a state of siege.
b. Armed with this weapon,
military and rightist elements would
have the means either to block ex-
President Arevalo's return home or
to place strict curbs on him once
back. Arevalo has said that he will
return on 31 March.
c. Whether the maneuver is
being carried out with Ydigoras'
blessing or in spite of him we can-
not yet say.

B. India President Radhakrishnan affirms that Nehru
recently vetoed a proposal to bring Krishna Menon
back into the cabinet as Minister of Scientific Re-
search and Cultural Affairs. Defense Minister
Chavan, Menon's successor, is, meanwhile, becoming
? increasingly disenchanted with his job and a suc-
cession sweepstake is beginning to take shape.
C. USSR space An earth satellite was put in orbit, from
? Tyuratam shortly after 0330 this morning, Washing-
ton time. It appears to be another in the Cosmos
series of unmanned, recoverable vehicles.
D. Hungary There is accumulating evidence that the
Kadar regime is preparing to declare an amnesty for
the remaining prisoners from the 1956 uprising

ministry of foreign trade ?is due in London today.
He is expected to be in the market for commercial
aircraft and some induStrial equipment, probably
fertilizer plants.
