4. Iran
a. A rash of tribal attacks
on government units in south and
north-central Iran has Tehran worried.
Air and ground units, including an
armored car company from Tehran,
have been ordered to relieve at least
one gendarmerie outpost. This out-
post is beleaguered by seminomadic
tribes who fear the effect of the
government's land reform program on
their way of life and resent govern-
ment efforts to disarm them.
b. Pacification may require a
prolonged and costly campaign which
would embarrass Tehran and impede
the Shah's reform program.

Council, the Cabinet, and opposition leaders.
C. South Africa Racial violence may increase sharply
in South Africa in the next few weeks.
the leaders of the banned Pan-
