1. Cuba-Soviet a. The passenger ship Gruzia
Forces (normal capacity: 770; troop-fitted:
1,500) arrived in Havana Friday, and
may have begun embarking passengers
b. The Admiral Nakhimov (nor-
mal capacity: 1,200; troop-fitted:
4,500) and the Maria Ulyanova (340;
and 1,400) have hit bad weather.
They will probably arrive in Havana
7-8 March and 12-13 March respec-
tively.
c. photography
thus far shows no indications of
preparations for movement by Soviet
forces. Several camps were obscured
by clouds on Saturday, however.

e. Ralph Bunche on his arrival
Saturday in Yemen was greeted by a
hostile demonstration run by junior
Yemeni officials. The trip from the
airport to Taiz, normally a 15-minute
drive, took three hours and was marked
by "menacing and disrespectful" ges-
tures and the "standard Communist,
anti-American banners." Senior of-
ficials. however, received him warmly.

NOTES
B. Peru Sunday's ouster of General Perez Godoy as
WM of the military junta was apparently triggered
by the validation of APA candidates for the June
?
election. It may be followed by a decree-outlawing
APRA. The party's secretary-general said Saturday
night such a move would result in "civil strife,
especially in the north." All is calm today.
C. Iraq The Kurdish truce is increasingly uneasy.
The governmentin Baghdad, fearful of showing weak-
ness, has yet to come up with a formula meeting
Kurdish demands for autonomy and Mulla Mustafa al-
Barzani is getting impatient.
D. USSR There are signs of a SNAFU in the major re
organization launched last November to strengthen
party control over industry and agriculture and there
may be infighting among the leadership. An edict
dated 21 January, but published only 22 February,
rescinded some provisions of the reorganization and
important new administrative positions have yet to
be filled.

G. Syria Cairo Radio last night broadcast reports of
41-37Fian army mutiny. We have no other word and Radio
Damascus has not mentioned it and is broadcasting
normally. Cairo may have been alluding to An episode
which occurred several days ago and was fended off:
