1. Cuba
a. One of the three Soviet
passenger ships now en route to
Cuba, the Gruzia, arrives in Havana
today. It has a normal capacity of
770, but has often carried over
1,000.

Khirurg Vishnevsky, now berthed at
Bahia Honda, 50 miles west of Havana,
and unloading what we suspect may be

over three-fourths of
those in Cuban prisons are there
for political "crimes.'
Photography on 27 February
shows all 42 Mig-21s for the first
time gathered in one place--at Santa
Clara (Camilo-Cienfuegos) airfield
in central Cuba. Some fifteen of
these had previously been stationed
at San Antonio de los Banos, south
of Havana. We have no ready explana-
tion for this action.

the Navy plans to scrap
over half its present submarine
fleet because of age. We know that
about half of the 290-odd Soviet
subs now in commission are W-class,
medium-size units based on World War
II era design. Some are 13 years
Old.
3. 'rest ban a. A Soviet delegate in Geneva
Negotiations has indicated to our representatives
that the USSR expects to mark time on
negotiations from now until May. He
said that neither the US nor the USSR
wants a test ban at this time,

Dispute

a. Peiping is currently pub-
lishing (in four installments in
Peoples' Daily) the longest and,
from what-FF-Have so far, the most
vituperative blast in the history
of the Sino-Soviet dispute.
b. The article charges that
some comrades hypocritically call
for an end to controversy while
they are really bent on continuing
the public dispute. "Well, then"
says Peiping, "let it continue,"
c. At another point, Moscow
is held to be "mortally afraid" to
publicize Peiping's point of view.
"They are even using a powerful
station to jam our broadcasts."

A. Warsaw Pact Top ranking Warsaw Pact commanders
have gathered in Warsaw, probably to set training
plans for this year. We look for a resumption of
the ambitious exercises scheduled for last fall but
put off by the Cuban crisis.
B. West Germany-Yugoslavia West Germany has decided
to take several steps to improve relations with
Yugoslavia. Bonn intends to make the following
approaches to the Yugoslays within a few days:
(a) a new offer for compensation in Nazi medical
experiment cases; (b) a reply to the Yugoslav note
regarding the bombing last fall of the Yugoslav
mission in Bonn; and (c) a proposal for a German-
Yugoslav commission on trade,

F. Peru The ruling military junta may yet cancel the
iiaronal election it has promised for 9 June, but
preparations to hold it are still going ahead. The
three leading presidential candidates who ran in
1962 have been nominated again by their respective
parties, and share the ballot with one minor party
candidate. If the junta allows the election, it
would find a victory by the leftist, anti-Communist
APRA party as unpalatable as it did in 1962 and
would look for ways to prevent it.
