1. Cuba
a. Castro will be giving two
speeches this weekend. The first of
these will be tomorrow to a group
of party leaders--his first address
to the party since last spring's
Escalante affair.
b. We might get some clues
from it regarding the impending for-
mal organization of the United Party
of the Socialist Revolution--ulti-
mate succeSsor to Castro's present
Integrated Revolutionary Organizations
(ORI).
c. Another trapping which will
mark Cuba's emergence as a full-blown
Communist state will be the adoption
throughout Cuba on 1 April of the
"socialist emulation" movement in
all enterprises. This is the Con-
spicuously unsuccessful Soviet sys-
tem of wages, norms, and work in-
centives.
d. There are signs that a
purge of Moscow-oriented,Old-line
Communists such as Blas Roca, Lazar
Pena and Carlos Raphael Rodriguez.
may be in the making, and Castro
may have something: to say on the
score.

the pur-
pose of the conference of Cuban am-
bassadors to Western Europe which
was held in Havana last month, was
to set up a program for recruitment
of engineers, technicians, doctors,
and skilled workers to improve the
economy and at the same time reduce
reliance on Soviet bloc technicians.
f. The ambassadors also were
told not to lean so heavily on their
Soviet counterparts at their posts
abroad.
g. A Soviet TU-114 arrived in
Havana late yesterday direct from
Moscow. (

Ii. The Communist clandestine
radio for Italy (we believe it is
near Prague) is tying our announce-
ment last week concerning the with-
drawal of some US personnel from
Europe to Khrushchev's statement
about withdrawal of Soviet troops
from Cuba. It says ours was a quid
for the Moscow's quo.
a. The Pathet Lao apparently
cannot ?tell the difference between
a US C-47 and a Soviet LI-2, Soviets

3. Togo
b. The Pathet Lao are allowing
Kong Le to send convoys into North
Vietnam to pick up supplies, but,
on the return trip, the Vietnamese
seize travel and border-crossing
orders, hijack the trucks and turn
the supplies over to the Pathet Lao.
c. Kong Le's repeated complaints
the Pathet Lao are trying to starve
him out have been tn no avail.
a. Togolese refugees have aban-
doned plans for an early coup and,
instead, plan to set up a government-
in-exile in Nigeria
b. Grunitsky's government has
been accorded de jure recognition by
only three states so far: Ghana,
Senegal and Lebanon. Other states
in the area hope that in isolating
Togo diplomatically they can some-
how bring about a favorable solution
to internal problems there. Their
inaction, however, is making it
easier for Ghana to extend its in-
fluence in Lome.

4, Yemen
5. East Europe
a. The British say the Yemenis
have occupied a village in Aden Pro-
tectorate territory, and London has
asked us to tell them to get out
forthwith. Otherwise they will be
forced out.
b. The border in this area is
poorly marked and the incursion may
have been accidental. However, the
Yemenis remain convinced royalist
tribes are receiving aid infiltrated
across the border in this area and
they are intent on stopping it.
a. Harsh weather this winter
has been particularly troublesome
for the vulnerable economies of
Eastern Europe.
b. Industrial output has been
set back and some plans for the year
may not be accomplished.
c. There is, furthermore, the
threat of disastrous floods in sev-
eral areas

a. Belgrade plans next month
to begin to show open hostility to-
wards West Germany in a variety of
ways
b. The Yugoslays are fed up
with Bonn's refusal to discuss a
number of bilateral problems with
them.
a. Peiping has printed the
full text of Khrushchev's 12 December
"the paper tiger has nuclear teeth"
speech, with choice phrases in bold
type--a set up, it would seem, for
a countering blast in the next few
days.
b. Communist Chinese
orientation briefings
on how Peiping views things. They
were told that China had passed the
worst of its economic difficulties
and is now in a better position to
step up pressure against the Western
world. The situation, they were
told, was particularly promising for
this in South Vietnam.

8. Common Market
a. A meeting of Communist party
delegates from each of the Common
Market countries (plus Britain) is
slated for the first week in March
in Brussels.
c. Brussels will also be the
scene (this weekend) of a Socialist
international confab with top leaders
from each of the West European. (plus
Britain) Socialist parties to work
out common lines of action in the
new European situation.
d. Spaak, who took the initia-
tive in calling the meeting, hopes
it will result in concerted resistance
to De Gaulle's concepts of Europe
based on nationalism.

plans to move against Ydigoras' reeime
West Berlin A Socialist-Free Democrat coalition
will probably result from last weekend's elections
in 'Berlin. Brandt's SPD does not want to govern
alone 'despite the victory which we suppose Brandt
will interpret as a mandate for his policy of ex-
ploratory contacts with the East. The Free Demo?

crats would encourage him in such initiatives.
? D. Venezuela The Anzoategui will be returned to Ven-
ezuela by 36 of its 45 Crew members, The pirates
and Some of the rest of the crew are being held
incommunicado at the Belem naval base until the
Brazilian government decides what is to be done
with them.
