b. It would take many months,
up to a year from the starting
point for the Cubans to learn to
handle the SAM system.
a. Betancourt's extremist
enemies, having failed to block his
departure for the US, are now con-
sidering new terrorist projects to
greet his return on 28 February.
b. Oil installations and US
business firms are again at the top
of the target list. The Communists
also plan to cut off electric power

Airport when Betancourt puts down
there.
c. US officials in Caracas
believe that the Betancourt govern-
ment has surmounted the immediate

4. Dominican a. Bosch's actions on return-
Republic ing to his country from two months
abroad are disquieting.
b. His first public words,
described by our Embassy as "dis-
appointingly demagogic," included
an attack on "vested interests" and
a statement of approval for a draft
constitution which has frightened
business and propertied classes.
c. He is, moreover, talking
in overwrought tones of an immediate
showdown with ambitious Antonio
? Imbert, one of Ttujillo's slayers,
who happens now to command Bosch's
security guard.
d. Bosch, calling Ambassador
Martin to a secret meeting on Sunday
evening, had little but Imbert on
his mind. "I am his captive," he
declared, "It is he or, I. There are
only three solutions--he must be
killed, put in jail, or deported."
e. Martin has been asked to
inform Bosch that the US favors the
peaceful removal of Imbert.

NOTES
A. Nationalist China The Chinese are trying to charter
a special aircraft for a flight to Saigon on 4 March.
The matter is being treated with "urgency and secrecy."
Our Embassy in Taipei suspects that either Chiang
Kai-shek or Madame Chiang is to be a passenger on a
mission connected with return-to-the-mainland plans.
B. UAR - Saudi Arabia Another Egyptian bombing raid
on the Saudi border village of Najran was carried
out on Sunday.
D. Balkans Khrushchev met in Moscow yesterday with
Bulgarian party. chief Zhivkov amidst signs a Balkan
"peace offensive" is about to be unwrapped./
E. Iraq-USSR The Soviet ambassador's diplomatic col-
leagues in Baghdad describe him as depressed and
confused. They predict an early end to his tour in
Baghdad. Two Western Ambassadors waiting in an
anteroom when. the Soviet saw the Iraqi foreign min-
ister on Mondays report that there was shouting by
both parties.
