preparations for a new militaiy
site--its exact nature undeter-
mined--in Oriente Province.
d. The KHIMIK ZHELENSKY,
which we suspect of being the sec-
ond Soviet arms carrier dispatched
to Cuba since October, will reach
Cuban waters on 8 or 9 February if
it maintains its present course and
speed.

a. Sizable numbers of Egyptian
troop reinforcements have reached
Yemen within the past few days.
b.?Egyptian combat strength is
now close to 18,000.
c. Egyptian outposts east of
Sana are hard-pressed by the royal-
ists. (
a. President Bonnelly and
other members of the outgoing govern-
ment are highly alarmed by a draft
constitution drawn up by the con-
stituent assembly. They charge that
the draft, mainly the work of Juan
Bosch 's PRD party, is a "Communist"
document.
b. Touching off their excite-
ment are the provisions asserting
labor's right to participate in bus-
iness profits, permitting government
expropriation of private property
without prior indemnification, and
prohibiting corporate land ownership.

C. The expectation is that
Bosch, now in Europe in search of
developmental capital, will himself
want the constitution reworked so
as not to discourage foreign invest-
ment.
a. The UN Congo command is
sending teams into the field to be-
gin the work of integrating the
Katangan gendarmerie into the Congo-
lese army.
la. The Katangan soldiers are
being told to make their choice by
5 February. The central government
declares itself ready to enlist
some 6-7,000 of them (about one-
third of the total) after careful
screening. Others will be honorably
discharged once they have registered
with the authorities. Those who
fail to register face prosecution.

against reprisals before they will
turn themselves in.

fear of the Pathet Lao continue to
deepen..
a. The Malayan government yes-
terday announced that it is holding
back an 800-troop contingent, which
was scheduled to embark for the
Congo, and has stepped up its coastal
patrolling. An Indonesian gunboat
is alleged to have invaded Malayan
waters on Wednesday, setting fire to
a Malayan coastal craft.
b. The British and Filipinos
have ended their talks on North Borneo
with a communique recording a total
lack of progress ?in resolving their
conflicting claims.

NOTES
B. India-Nepal The two countries are quietly bury-
ing the hatchet in consideration of the common
threat from Communist China. The Nepalese exile
organizition in India has suspended operations
after two years of frontier harassments.
C. Yugoslavia Tito is planning a Latin American
tour later this year, probably in the summer. Mex-
ico, Brazil, and Bolivia will probably be included,
but Cuba is not now on his list. Yugoslav offi-
cials have lately also broached frequently the mat-
ter of a US invitation to Tito, or, barring that,
a visit to Belgrade by a high-ranking US official.
D. Brazil-USSR Conclusion of a Brazilian-Soviet
trade agreement for 1963 has been announced in
Brazilia. It calls for an increase of more than
100 million dollars in trade between the two coun-
tries.
E. Indonesia-US The Indonesian Government has noti-
fied our Embassy in Djakarta that Sukarno has de-
cided to adopt the economic stabilization plan
recommended by the International Monetary Fund.
A five-man technical team is being sent to Wash-
ington within days to work out an agreement with
the IMF and the US Government.
