voting to reject his resignation, Kim
Chong-pil is well on his way to su-
premacy as the country's undisputed
strongman.
? b. In the last few hours, op-

their lot with Kim. All are throughly
cowed.
d. The likelihood of armed
clashes is decreasing as the situa-

a. A senior Quai official told
Ambassador Bohlen Saturday that Couve
goes to today's meeting in Brussels
with very clear and definite instruc-
tions to bring negotiations to a sub-
stantive halt. He claimed De Gaulle
is determined to permit no arrange-
ment which would continue serious
negotiations, even if it means iso-
lation of France.
b. We understand the French
plan to submit a draft plan for Bri-
tain's association as an alternative
to full membership. This, of course,
is designed to make it look as though
Britain is pulling out rather than
being thrown out.
c. The weekend's maneuvering
seems to leave the positions of the
other parties at today's meeting as
follows: Germany and Italy still
strongly in favor of UK accession
but inhibited by the danger of break-
ing up the Six; Belgium and the
Netherlands somewhat more willing
to take this risk; Luxembourg stalling,
but not likely to oppose the French.

a. Peiping has recognized
Khrushchev's speech in Berlin for
what it was--a maneuver to force
the Chinese to make the first overt
move toward a break.
b. A long editorial in People's
Daily on Saturday, since distributed
all over the country by pamphlet, in
effect, calls Khrushchev a hypocrite
for asking a truce while at the same
time directing a chorus of boos and
catcalls against the Chinese dele-
gate at the East German congress.
C, The crisis, says Peiping,
has reached the "brink of the preci-
pice," but the Chinese seem prepared
to risk further deterioration anyway.
Bloc unity on terms other than those
China sets, the editorial implies,
is unthinkable.
a. Souvanna has given the go-
ahead for formal recognition of East
Germany. He says he "couldn't care
less" what West Germany did about it.

. Iran The Shah made a last-minute decision to spite
his hide-bound religious opposition by allowing wo-
men to vote for the first time. This occasioned no
small confusion, compounded by Minister of Interior
Azizrs airy remark that, of course, women's ballots
would not be counted.

of at least six MIG aircraft and is preparing to dis-
