1. 'South Korea
a. The prospect for violence
is again looming large as supporters
of strongman Kim Chong-pil maneuver
to block his ouster.
b. The party organization com-
mittee, which Kim controls, will pro-
bably vote today to keep him. Gen.
Pak has told our people ?that he will
have to abide by the committee's de-
cision. This would break the ruling
Supreme Council wide open, and frantic
efforts to arrive at some compromise
are afoot.
c. If the committee goes Kim's
way, senior officers on the Council
opposed to Kim are likely to split
away and call on their substantial
support in the armed forces to back
them up.
d. The key question then would
become: how many field commanders,
with how many troops, will declare
for Kim in the showdown that is tak-
ing shape.

a. After a lull of several
months, Communist guerrillas have
resumed activities in western Vene-
zuela, probably in support of ter-
rorist activity which has erupted
again in Caracas and other towns.
b. Three days ago, Blas Roca
expressed delight with the acts of
sabotage in the oil field there last
fall. Cubans, he said flatly, will
continue to give their support, each
day in greater proportion, to the
Venezuelan people in their struggle
against Betancourt.

c. Roca concluded by declaring
that when the Venezuelan revolution
is successful, then "all Latin
America will be ablaze." "It will
be a tremendous boost for Cuba as
we will then have a nation on the
continent to back us."
a. Peiping's statement yes-
terday oh the Colombo proposals is
carefully worded to appear concilia-
tory but, in fact, is an even tougher
position than before on the eastern
sector. It would in effect preclude
the return of Indian troops to any
of the area they lost there.
b. Meanwhile, Foreign Secretary
Desai has confided to Ambassador
Galbraith that India intends to imple-
ment its own understanding of the
proposals. The Indians plan to move
troops up to the McMahon Line, quietly
and over a period of time. Outposts
in Ladakh will also be restored in
coming months as Indian troops to
back them up are reinforced along the
line they now hold.

NOTES
D. Peru The junta is at loggerheads over the best
method to deal with APRA, the left-wing, anti-
Communist movement. Junta chief Gen. Perez Godoy
is under strong pressure to resign when he reaches
mandatory military retirement age next week, partly
because he favors the repression of APRA through
"legal" p8litical action, while his opponents would
just as soon use force.
