1. EEC
a. The focal question for the
moment is: Just what is entailed in
the Adenauer - De Gaulle proposal'
calling for a review of the issues
confronting British membership?
b. As laid out by the Germans,
the proposal foresaw recapitulation
and clarification of the issues and
then a renewal of EEC-UK negotiations.
De Gaulle, it is apparent, committed
himself only to the first stage.
d. Resistance to De Gaulle
among the other Five is running
strong. The Common Market Council
yesterday purportedly postponed final
action on the French-sponsored agree-
ment awarding associate membership
to 18 African states.
e. De Gaulle, however, has
budged not one whit./

2. Cuba
f. De Gaulle was quoted as
saying with regard to the Nassau
agreement: "England turned over to
America all she had of her poor
atomic force; she could just as well
?have turned it over to Europe. Well,
she's made her choice...."
a. Reuters reported from Cuba
yesterday that 21 persons have been
executed in Las Villas Province fol-
lowing an abortive revolt against the
regime. The report is plausible
b. On the strength of what we
have seen, however, we judge these
outbreaks to be more troublesome than
dangerous to the regime.

3. Brazil
d. The Uruguayan and Brazilian
embassies are desperate over the hun-
dreds of Cuban's who have taken asylum
within their gates. The Brazilian
Ambassador has been forced to set up
an office away from his chancery
grounds which was the scene of two
violent deaths wit7 two days last
week.
a. The complexion of Goulart's
first cabinet under the restored
presidential system does not offer
the expectation of any, marked shift
in Brazil's foreign policy or general
orientation.
b. It is, overall, a bit furth-
er to the left than the outgoing
cabinet.
c. A pivotal figure will be
San Thiago Dantas, the new finance
minister. Sometime fascist, he now
stands on the left as the prime ex-
ponent of an "independent" position
for Brazil.

d. Other appointments--as min-
ister of labor and agriculture, and
chief of the presidential military
household--go to men with anti-US
records.
e. All of the armed forces
ministers are held over, including
the war minister who stands out as
the only distinctly anti-Communist
member of Goulart's entourage.
a. The danger of a head-on
clash of military factions has been
eased.
b, General Pak, with no little
persuasion from the US Ambassador
and chief militalT,representative,
yesterday took a decision whiCh
should,go some way toward. restoring
calm within the'r4lingscOiincii.: Kim
Chong-pil, after being well on his
way to obtaining a stranglehold on
the government's incipient political
party, is out, and with him a sizable
coterie of supporters.
c. The job of setting up the
political machine which is supposed
to carry the country back to repre-
sentative government goes now to
General Pak himself.

5. UAR-Yemen
a. Nasir is beginning to ex-
hibit a somewhat more forthcoming
attitude toward the idea of assign-
ing a UN observer to Yemen.
b. He seems also to have de-
cided definitely to squelch the am-
bitions of Vice President Baydani,
(who remains in a sort of unde-
clared exile in Cairo) and with
them Baydani's proposal for a UAR-
Yemen union.

NOTES
?A. Iran The government is deploying its security
forces in hopes of preventing serious trouble before
Saturday's referendum on the Shah's land reform pro-
gram. Police have already clashed with demonstrators
in one outlying center and pro-, and anti-reform ele-
ments continue to gather in public places in and
around Tehran.
B. Spain , The Franco government has begun to back
away from the timid moves it made last fall in-the
direction of easing controls on organized labor and
raising-the wage level. The retreat toward old -
ground--exemplified by the cancellation of a sched-
uled national congress of labor syndicates-i4ahould,
deal a setback: to whatever chances the Spaniards had
for gaining association with the EEC.
C. Indonesia-USSR A shipment of 40 Soviet cruise mis-
siles is on the way to Indonesia to go with the four
or five Komar-class missile patrol boats which are
scheduled to follow shortly.
D. Ghana Notwithstanding Nkrumah's avowal after his
talk with Edgar Kaiser that he would "do something"
to ivrove relations with the US, our Embassy in
Accra is deeply skeptical of a turn for the better.
The Embassy thinks it likely ;the names of two of its
staff members will be drawn into the omnibus trial
of those accused of the attempted assassination of
Nkrumah and subsequent bomb incidents.
