Cuba a. A review of the photography now suggests that the missile crates at the Guerra cruise missile site may have been there for some time. We are checking back through our evidence to establish when they ar- rived. b. High-altitude photography shows clearing or shallow excavating and similar work near several under- ground facilities. We believe this to be work to enlarge or improve fa- duties for the storage of Cuban military equipment. West Germany a. Adenauer's treaty of co- operation with De Gaulle may yet face rough sledding at home. SPD spokesmen talk of linking ratifi- cation with a clear statement of support for British membership in the Common Market and his own Chris- tian Democrats are worried about jeopardizing ties with the US. b. Ambassador Bohlen's infor- mation is that Adenauer and De Gaulle reached "no agreement or even real understanding" on British entry into the Common Market; De Gaulle was willing to leave the "impression" of some Adenauer success. The Ger- mans, however, still think Adenauer has bought some time. c.
