easier time getting the new Franco-
German treaty through the Bundestag.
a. Nehru has run into strong
criticism from within his own party
and elsewhere in India for his quali-
fied acceptance of the Colombo pro-
posals. He may defer plans to seek
formal parliamentary approval of the
proposals lest the motion fail, but
he may still have to beat back ef-
forts by some legislators to pass a
motion of rejection.
b. Peiping has protested the
19 January overflight of Tibet as
"another serious provocation carried

NOTES
A. Iraq Kurdish rebels replied to Qasim's cease-fire
and amnesty offer
by launching an offensive against several army out-
posts. The military, already unhappy with Qasim's
inept handling of the campaign, will be even more
so now.
B. Hong Kong Hong Kong authorities have suspended
? further renewal work in the Kowloon walled city and
have agreed to a Chinese request to discuss the mat-
ter before preceding further. The Chinese protest
coincides with renewed complaints on a variety of
issues which the British take as signalling the end
of a three-year period of relative quiet in the
colony's relations with Peiping.
C. Peru The ruling junta is on the verge of outlawing
the APRA party (on the grounds it was founded on
Marxist principles in 1924). This would prevent its
participation in elections this June, but can hardly
lead to anything but trouble for domestic order, if
not for the junta itself.

E. West New Guinea Sukarno, true to form, is making
the matter of an early take-over of administration
in West New Guinea an issue of personal pride and
prestige. Frustrated so far, he is about to try to
generate violence among demonstrators in the area
to show the necessity for early Indonesian rule.
