1. Congo
a. UN troops have been ordered
to go no further than two-thirds of
the way toward Kolwezi. They have,
in fact, halted just short of the
half,-way point and do not plan to
probe further until so instructed.
b. Meanwhile preparations are
underway for a movement in force,
hopefully sometime next week. A
ship with essential Bailey bridging
equipment has arrived in Matadi, and
the UN hopes to have it in place over
the Lufira River by the end of this
week to allow heavier equipment to
move up to Jadotville.
c. As it now stands, the UN's
military plan will involve moving a
force south from Kamina as a feint
to pull as many gendarmes as possible
in that direction. This will be fol-
lowed by dropping an Indonesian para-
chute force at Kolwezi airfield (they
want 850 chutes from us) and a thrust
along the road from Jadotville by
lightly armed troops using assault
boats for the several water crossings
en route.
d. Before launching its attack,
however, the UN will send someone to
Kolwezi with an ultimatum for Tshombe.

2. Togo
e. The latter is becoming in-
creasingly erratic. He apparently
fled from Elisabethville because he
feared (in this case with good rea-
son) the central government troops
might take him in hand.
f. These troops have been
arriving in increasing numbers each
day. There are at least 100 central
government officers and 60 civilians
now in Elisabethville. More mil-
itary personnel are due this week.
They are trying--with only minor
success so far--to entice gendarmes
into the army.
a. Togo army dissidents who
staged a coup in Lome this weekend
and murdered President Olympio as
he sought refuge at our Embassy,
were probably motivated largely by
tribal antipathies between north and
south.
b. We do not believe there was
any Ghanaian or other outside complic-
ity, at the outset. This may not
hold, however, as Nkrumah has long
had designs on Togo and against
Olympio.
c. The 200-man Togo army is
made up predominantly of northern
tribesmen--a carry-over from the

former French regime which considered
them better fighters. In addition
to poor pay, they have resented domi-
nation of the country.by the immensely
popular Olympio and the outhern
tribes.
Although Meatchi has in the past
opposed close ties with Ghana, we
suspect he has been subverted by
Nkrumah.
e. The new government, if it
sticks, will be more neutralist than
Olympio's, but a period of turmoil
Is in store. Olympio was the only
Togolese leader who could command a
wide national following.
f. France is committed to come
to Togo's defense if asked/
but so far Paris considers it an in-
ternal matter and will not move unless
Ghana does.

g. So far Ghana has done no
more than seal the border and alert
its forces in the area.

of an attempt to kill Carlos Rafael
Rodriguez, which were subsequently
denied in Havana, were floated to
obscure the facts.
b. The Simferopol, which we
believe to be carrying military cargo,
should reach Cuba by the middle
this week.

one or more midget submarines from
the USSR.

4. Sino-Indian
Border
a. Peiping has announced that
Chinese withdrawals would resume on
14 and 15 January "along the entire
Sino-Indian border." We have noted
none since the end of December.
b. The Chinese claim this will
place their forces entirely behind
"the line of actual control of No-
vember 1959," the line they have
proposed as a basis for a continuing
cease-fire.
c. In New Delhi, government
officials are making equivocal state-
ments about the Colombo conference
proposals
d. Foreign Secretary Desai
told us Friday that the proposals
Mme. Bandaranaike brought from
Peiping were nothing more than Peip-
ing's own proposals of 30 December,
which Nehru rejected on 1 January.
Nonetheless we tend to believe that,
One way or another, direct talks
with the Chinese will be resumed
before long.
e. Pakistani officials still
- suspect, 'while preparing to resume
talks on Kashmir, that Nehru hopes
tom return to his former relationship
with China and, without Meanwhile
concluding an-agreement on Kashmir,
then confront Pakistan with vastly
increased military strength.

a. Khrushchev arrives in East
Germany today and the East German
party congress opens tomorrow. What-
ever is done about China, we think
the occasion will be used to drum
Albania formally out of the ranks
(CEMA, Warsaw Pact, etc.).
b. Peiping has again named
Wu Hsiu-chuan, a minor central com-
mittee member, to head the Chinese
delegation and defend the faith as
he did last fall at three earlier
East Eurppean party congresses.
c. On the eve of the congress.
Ulbricht ousted, Karl Mewls, chairman
of hisFStatelPlanning Commission.
Mewls will be a convenient scapegoat
for the country's economic troubles.
a. Prime Minister Fanfani,
while here this week, plans to make
a strong pitch for some form of bi-
lateral arrangement involving Polaris
subs. His interest is in preserv-
ing the preferred status in relation
to non-nuclear powers which Italy
enjoyed by its acceptance of the
Jupiters.

Syria-Jordan Syria's border with Lebanon has.
been closed in the wake of week-end riots in the -
area apparently generated. by Cairo-sponsored sub-
versives infiltrated from Lebanon. Observers re-
port a tense atmosphere beneath a surface:calm'in
both capitals.
