1. Congo
a. Tshombe, last night, talked
his way out of house arrest in Elis-
abethville, by promising to accompany
the UN unit bound for Sakania, 135 miles
southeast of Elisabethville.
b. The move, already planned by
the UN, is now underway, with T8hombe,
convoyed by newsmen, at the head of the
UN column, stopping every few miles to
tell gendarmerie he encounters not to
resist the Ethiopians behind him.
c. The UN's purpose is to secure
and reopen the rail line along this
route to Rhodesia.
d. Despite Tshombe's move with
the UN toward Sakania (he said yester-
day he intended to go there anyway to
lead refugees back), he has not given
the UN assurances of free, unimpeded
movement elsewhere, and he has exAsted
UN patience by talking out of both
corners of his mouth.
e. UN officials, not sure he could,
or would live up to such assurances any--
way, may no longer try to get them from
him, preferring to keep him virtual pris-
oner, if they can, lest he try to engi-
neer a climb back to power.
f. He may see the present move as
the only way to escape.

g. At latest report, Tshombe has
outrun the Ethiopian column
He has reached the
Rhodesian border and gone into confer-
ence with fugitive leaders of the Ka-
tangan government.
h. The UN, while still unready to
move in force,has nonetheless announced
it is resuming a cautious advance toward
Kolwezi. We understand this is to take
the form of probing action by UN patrols
which have been instructed not to engage
an enemy force if one is encountered.
There has already been one skirmish, but
the gendarmerie, not the UN, retreated.
i. The UN obviously suspects, we
think with some reason, that reports of
mercenary and gendarmerie strength in
Kolwezi are a fraud.
virtually all Katangan mercenar-
ies, including all pilots, have departed
for Rhodesia. It seems they are not get-
ting paid.

m. The Bank of Katanga vaults are
reported to have been plundered and no
one seems to know where the contents are;
this is complicating financial talks in
Leopoldville.
n. After an on-the-spot look at the
carnage in South Kasai, Congo army General
Lundula returned to Leopoldville estimat-
ing the dead in the thousands after three
days of inter-tribal, inter-provincial war-
fare.

2. Cuba
a. Castro continUes his- efforts
to appear neutral in the Sino-Soviet
dispute.
b. A minor Havana paper on
Tuesday gave full spread to the Pravda
editorial on bloc unity. Earlier, a
more important paper had published a
major Chinese statement in the dispute.
c. Castro, last week, publicly
deplored the split in the Bloc. In
the present stage of the dispute, how-
ever, we are sure Moscow views even a
neutral stand as tantamount to support
for the Chinese.
d. .A Soviet ship, which arrived
in Cuba about 8 'January, may have de-
livered a transport aircraft such as
an LI-2 or an IL-14.
e. There are a number of rumors
that Foreign Minister Roa is about to
be replaced.
? Jordkni Yemen, a. King Husayn is afraid Saudi
Saudi Arabia Arabia may get overcommitted in re-
sponding to UAR attacks, and in a
talk with Ambassador Macomber on Mon-
day displayed a noticeable cooling
toward his own commitment to the
Yemeni royalists.

leaders to the idea of withdrawing
the Jupiters is that it would present
political problems if done as early

b. The decision is clearly
part of a largerscheme. Pravddl8
major pronouncement of Monday has
been given the fullest play by the
propaganda machine. East European
media began putting it out in full
text so quickly that they must have
had advance copies.
c. Khrushchev yesterday sud-
denly left Moscow for Warsaw to talk
to Gomulka, whom he had last seen
only ,12 days before. He will go on
from thereto Berlin, where he is ex-
pected on Saturday.

A. Sino-Indian Border Indies Charge in Peiping arrived
in New Delhi iodaywith a message for Nehru from
Chou En-lai. Talks begin tomorrow between Nehru and
Mme. Bandaranaike.
B. Laos Souphannouvong has issued another statement de-
daring, our airlift to the Meo illegal unless our
planes are turned over to the government. One of our
cargo planes crashed on takeoff from Vientiane yester-
day.

provincial government employees whose pay is long over-
due, have disrupted communications and led to violence.
