a, Kuznetsov still boggles
at some of the wording in our
draft declaration.
? b. He conveyed a suggestion
from Khrushchev that both sides
agree on very brief declarations
which would be presented to the Se-
curity Council. Points not agreed
would then be made in separate
statements to be issued either in
or outside the Security Council.
a. We estimate that some
4,000 Soviet military personnel
have left Cuba since early November
in connection with the removal of
missiles and bombers.

3. Congo
a. Our people in Leopoldville
are afraid the Soviets are about to
make a dramatic reentry onto the Congo
stage with a firm offer of military
aircraft and other equipment to the
Congo government.
b. Adoula has informed both
Gullion and Gardiner of his concern
Over "reports" and "rumors" to this
effect, and Mobutuis deputy chief
of staff has told us the Soviets
are indeed drawing up a shopping
list.
c. These new reports do not
appear to have been conjured out of
nothing simply to put pressure on us,
even though Congolese officials have
been pressing their requests for US
equipment more urgently in recent
days.

d. Adoula says he would be
overruled by parliament were he to
refuse a specific Soviet offer.
e. Adoula, who is in a highly
despondent state, refuses to come
to New York for talks with the UN.
f. ?Bpaak is very pessimistic
and says he can foresee only war
and destruction of Katanga unless
some new element is introduced.
Belgium, he says, has exhausted its
possibilities.
.g. Bunches plan is to get the
cooperation of all concerned to
stop buying Katangan copper on which
duties had not been paid to Adoulats
government. Yost thinks this pro-?
posal lacks the immediate impact
which the situation in the Congo
appears to require.
a. The Argentine political
crisis subsided last night with a
firm Army declaration of support
for Guido and the principle of
elections.
