1. India-China
2. India-Pakistan
a. The Chinese pullback from
the battle line gives evidence of
being a piece-meal and selective
movement.
b. Some withdrawals seem to
have taken place at the eastern end
of the NEFA, but further west, Pei-
ping has given notice--by naming the
town as the site for a release of
Indian prisoners--that it will still
hold Bomdila at least through Wed-
nesday. Bomdila is some 50 miles
south of the McMahon line.
c. There is no word of Chi-
nese moves in the Ladakh area.
d. Nehru, addressing the In-
dian parliament this morning, would
allow only that there may have been
some thinning out in the Chinese ad-
vance units but no definite with-
drawals.
INew Delhi has no inten-
tion of giving away or partitioning
Kashmir in negotiations with Paki-
stan.

3. Cuba
First readout from yes-
terday's aerial photography indicates
that all of the IL-28s are gone from
San Julian airfield and that there are
several fuselages and crates at Mariel
port.
b. Barracks construction was
going ahead as late as 29 November
at the camp site of one of the four
Soviet armored groups.
c. A note of Cuban grievance
against Moscow comes through in an
interview which "Che" Guevara gave
the London Daily Worker last week.
He questioned whether removal of the
Soviet missiles meant that "peace has

been assured." But the missiles are
gone "so we shali fight with what we've
got." Cuba's best weapon, he suggested,
is "the armed struggle already taking
place in a number of Latin American
countries." He cited Venezuela, Guate-
mala, Paraguay and Colombia in particu-
lar.
d. A Radio Moscow man at the UN
is quoted as saying that Mikoyan, in a
meeting with Soviet correspondents when
he was there, told them "he had a tough
time in Cuba," but that Moscow had
achieved its main objective: maintain-
ing a Communist regime in the Western
Hemisphere.
a. Souvanna, describing conditions
in the Plaine des Jarres as quiet but
still tense, is holding to the view that
the shoot-down of the US transport was
the work of the Pathet Lao, even though
they found neutralist renegades to do
the job.

Republic
c. Souvanna reveals that the
Pathet Lao are already fudging on the
military integration agreement signed
last Tuesday, insisting that demobliza-
tion must come before integration.
d. Six of the nine Soviet trans-
port aircraft promised the Laotian gov-
ernment flew into Vientiane on Sunday.
e. Phoumi has left Moscow for
Peiping and Hanoi.

6. Congo
a. Heavy fighting is reported
around Kongolo in northern Katanga be-
tween Katangan and central government
forces. It seems to be following a
see-saw course, with the town changing
hands at least three times within the
last few days.
b. The government in Leopoldville
has appointed a judicial commission to
review the Gizenga case Rs a likplv
prelude to his release.
7. Portugal-Angola a. Algeria is furnishing Holden
Roberto's Angolan rebel forces with a
supply of arms and ammunition suffi-
cient to outfit two battalions of 600
men each.(
b. Roberto has been at the UN in
New York where he shows himself cool to
the plan for an impartial survey of An-
gola and forecasts serious fighting
after the first of the year.

NOTES
A. Ghana: The whipping-boy effort directed against the
US has brought a renewal of the instnuation that
?the US government, through the CIA, staged the attempt
on Nkrumah's life late last summer. Ambassador Mahoney
thinks Nkrumah and company are swinging wildly from weak-
ness growing out of noticeable government disarray and
loss of public support.
B. Guatemala A general strike of Guatemala's armed
forces and government workers is threatening because
of the government's arrears in payment of wages.
C. Communist China - Syria Damascus announced this
morning that it has been promised "massive financial
and economic" aid by Peiping. The statement emerged
from a meeting of the Syrian premier with the Chinese
ambassador. No details were given.
D. Malaysia A rift is opening between Malaya and the
Philippines, both members of the embryonic Association
?of Southeast Asia, over Manila's claims to North
Borneo. Indonesia, which has designs of its own on
parts of the projected Malaysian federation, is lining
up with the Philippines.
E. Yugoslavia Coinciding with Tito's departure for
Moscow, a Yugoslav delegation has arrived in Rome
to sit in on a congress of the Italian Communist
party--the first time the Yugoslays have been shown
such hospitality in five years.
F. Honduras The government has flown troop reinforcements
into westernHonduras in an attempt to bag the armed
gang which shot up the area last Thursday. All indi-
cations are that it is a case of banditry with no
political coloration.
