a, Adoula, down-at-the-mouth over
his parliamentary difficulties and not
helped by the serious illness of his
wife, is talking about resigning before
the end of the year or sooner unless
there is a breakthrough on Katanga.
b. He is under pressure from
his political opponents to release
Gizenga and is very close to giving, in.
The threat of a new motion of censure
in the parliament. is forcing his hand.
6. The VN is developing a show
of force in Eligabethville, (We have
no evidence to indicate that it has
anything more than that in mind, but
a tinder-box atmosphere will be created.) -

Conference
a. The US delegation at Geneva
has agreed to meet with the Canadian,
UK and Italian delegation on Monday to
discuss the Canadian nuclear test ban
proposal handed in yesterday.
b. The Canadian proposal calls
for a moratorium on underground tests
while a treaty As being negotiated,
It would run for six months, to be
renewed- thereafter for 3-month
periods by mutual agreement,
c, In the?Mpantime, an interim
Scientific CoMmiSsion, on which all
of the Geneva participants would be
represented, Would be set up to re-
ceive petitions Concerning "doubtful"
seismic events.
d. The country where the event
takes place either allows an investi7,
gation, including on-site inspection,
?or demOnstrateS "to the satisfaction
of two-thirds of the members of the
Commission that it was not a nuclear
test,"-

NOTES
C. South Africa Saboteurs are operating with increasing
success against the country's communication and trans-
portation facilities. The police suspect they are deal-
ing with an extensive apparatus, supported by the under-
ground Communist party, but have not been making any
headway against it.
