1. Cuba -
missiles
a. Photography taken on Sunday
and Monday has uncovered a fourth
cruise missile coastal defense unit.
This one is located on the south coast
near Cienfuegos. It is camouflaged
and appears to be operational.
b. Photography from reconnaissance
flights flown Monday and Tuesday shows
Soviet missile equipment moving steadily
toward the ports of Mariel, Casilda and
La Isabela where it is being placed aboard
ships.
c. So far, we have counted 14 mis-
sile transporters loading at Mariel and
another 14 at Casilda.

3. Cuba
a. The story the Soviets are
handing out in Havana is that Mikoyan
will be in town until Saturday.
b. They are also saying that he
plans only a one-day stopover in New
York on his way back to Moscow.
Perhaps so, but word from the corri?os
at the UN has it that the Soviets are
putting out feelers for an invitation
for Mikoyan to see President Kennedy
after he finishes his chores in Havana.

c. Meanwhile, neither the Cubans
nor the Russians are saying anything
about Mikoyan's talks with Castro.
d. In Cuba, there ?are signs of
a general relaxation of the military
alert.
e. The radio also carried the
news that only those forces required
to "halt any surprise enemy attack"
are being held in "defensive positions."
f. Observance of the 45th
anniversary of Soviet's October
Revolution was a mild affair in Havana.
Mikoyan was on the speaker's platform,
but none of the regime's top people
seem to have been anywhere around.
g. The Soviet ambassador de-
livered a flat speech about Cuban-
Soviet friendship being based on
"mutual respect" and "complete
equality."

Latin America
a. Soviet Defense Minister
Malinovsky had some bitter words to
say about the US yesterday, but
manfully seconded Kosygin's assertion
that Soviet moves in the Cuban crisis
had kept the peace.
b. For the fourth day running,
noisy demonstrations in support of
Castro's five demands are being
conducted in Communist China.
a. The OAS on Monday unanimously
approved the Argentine resolution
calling for a coordinated effort by
those states that have placed military
forces and facilities at the organiza-
tion's disposal. The Brazilians,
typically, qualified their vote by
saying they doubted the resolution
was necessary and did not wish it to
be construed as recognizing a special
military bloc within the OAS.
b. Chilean police, investigating 50X1
what turned out to be an accidental
bomb explosion in downtown Santiago,
turned up a cache of dynamite and 17
cases of Cuban propaganda in the
possession of four members of a pro-
Castro outfit,
this gang had been preparing to
attack our embassy, US firms, and the
local public utilities.

a. Phoumi's secret police on
Monday arrested four Kong Le officers
as they stepped off the plane that
brought Souvanna and Kong Le to
Vientiane from the Plaine des Jarres.
Charged with improper documentation
and possession of counterfeit money
(which may be true), the four have
reportedly been badly roughed up.
b. Souvanna, unable to make
headway with Phoumi in getting the
men released, took off yesterday with
Kong Le for Phong Saly where he hopes
to stop the feuding between local
neutralist factions.

d. Our embassy, trying to keep
things from getting out of hand, has
vigorously followed up Solivanna's
efforts with Phoumi. We have not yet
heard how he is responding.
e. Yesterday the Pathet Lao
military commander announced that
the Soviet airlift had stopped
supplying his men as of 1 November.

7. Saudi Arabia -
UAR - Yemen
f. This is true. We first
noted a sharp drop-off of airlift
flights after 25 October, and know
of none since the 31st.
g. With the Soviet airlift
standing down, it seems inevitable
that the Pathet Lao will be putting
the heat on Souvanna to stop the
aerial resupply of Meo tribesmen
by Vientiane planes. There is a
good chance they will emphasize their
point by taking a pot-shot or two at
these planes flying over Pathet Lao
territory.
a. Bombings of Saudi Arabian
territory on Saturday by planes flying
out of Yemen (which may have been
inadvertent), and the shelling of a
Saudi port near the Yemen border on
Monday by a UAR naval vessel
were the last straws that
moved Riyadh to break relations with
the UAR yesterday.
? b. This turn of events promises
some sort of confrontation, probably
in Yemen.

Indonesia
a. It looks as though the Indo-
nesian navy will get four more sub-
chasers from the USSR before long.
These will bring to thirteen the
number of naval ships, including a
cruiser, Indonesia has acquired from
the Soviets in less than three months.
b. The cost of Soviet help,
however, is pinching more than ever.

a move is afoot within the inner
circle of the Congress Party to get Krishna Menon out of
the cabinet altogether, things are due to
come to a head when the party's parliamentary executive
committee meets
B. USSR Sunday's Mars probe turned into a dud when its
fourth stage failed to develop enough thrust to eject
the vehicle into trajectory. The one on Thursday, the
Soviets say, is doing all right.
C. Communist China
/the Chinese, after a 20-month
layoff, are preparing to get back into the missile test-
ing business on their test range at Shuangchengtzu in
central China.
D. British Guiana After three weeks of endless haggling,
the London conference that was supposed to clear the way
for British Guiana's independence yesterday folded its
tent with nothing to show,I
Guatemala A straw in the wind on the trend of Guate-
malan political sentiment is that Ydigoras' man won the
job of mayor of Guatemala City on Sunday by only a whisker
over the candidate favored by US-baiting Jose Arevala; the
ex-president.
