We conclude that although Soviet plans with respect to Cuba, and possibly Berlin, may have been timed to coincide with the normal annual training cycle which brings Soviet Bloc forces to the highest state of training in the year, there is no evidence of exceptional measures to increase general operational readiness. 2. We have noted no significant'prepositioning or deploy- ment of the Long Range Air and submarine strike forces; however, such moves g,nillA hp initin'tad QIIAtionly hrii1ti +hp Soviets so desire. 3. We have no evidence of the alerting of Soviet militar forces. 4. The Soviet Bloc combat air strength in the European Satellite area has increased by approximately 580 aircraft during the last nine months. While we have noted no significant ground force reinforcement of the East European forward area, such deployments could be concealed under the guise of anticipated further "exercises." 5. We note that the annual training cycle of the Soviet Bloc armed forces reaches its climax late in the fall and it appears that this will be the case this year. Exer- cises, as are customary, have been conducted by all major commands and components including the Soviet Long Range Air and naval forces. We have noted a gradual but steady trend since January toward improvement of Bloc military capabilities generally and those in the East European for- ward area particularly. There has been a marked attempt in the forward area to develop the national components of the Warsaw Pact into an integrated force, to improve the capabilities of the Soviet and GDR forces in East Germany and to strengthen the Communist security position around Berlin.
