1. Cuba
a. Another surface-to-air
missile site has been located.
This one, situated close to the
border between Matanzas and Las
Villas provinces, brings the
total of identified SAM sites
to 22.
b. at least
nine of these installations are
probably now operational.
c. There are IL-28
crates at San Julian in the
extreme west of Cuba. The air-
craft are being unpacked and
one is well along in assembly.
d. At Santa Clara in
central Cuba there are now
MIG-21s.

2. Algeria-USSR
3. Yemen
a. Although what has happened
so far is no more than an opening
wedge, we may be seeing the beginning
of a widening Soviet military role
in Algeria.
b. Last week a team of 12
Soviet technicians, headed by a
colonel, arrived in Oran,
c,
earlier this
week that he resented insinuations
in the US press that his army is
bloc-oriented. The fact is, however,
that the need for. the Soviet advisers
has been created.
d. Much of the heavy military
equipment recently delivered to Oran
by the UAR is of bloc origin as are
many of the arms already in the hands
of the Algerian regulars. In
addition, five Soviet helicopters are
now in Morocco waiting to be sent
on to Algeria.
a. The republican regime is
feeling sure enough of its position
in the north that it plans to invite
the foreign press into the area to
confirm its claims to control.

thinks it is now safe to place a
bet firmly on the table. It has
renewed with the republican govern-
ment the technical assistance
agreement it had with the late
Imam's government.
c. Crown
Prince Faysal had not yet returned
to take over a Saudi Arabian
government heavily overshadowed
by forboding on its future.
d. Our consul in Taiz
reports that the British quietly un-
loaded a substantial quantity of
armored materiel in Aden a few days
ago.

NOTES
A. USSR Bad weather is the reason being given why
Khrushchev did not retrace Napoleon's wintry route
to Borodino yesterday. Nor did he use an anniversary
reception in the Kremlin as a public sounding board
for remarks many expected him to make on international
issues.
B. Venezuela It may be a matter of weeks, or even
months, before President Betancourt has a ruling from
the Supreme Court on his proposed outlawing of the
Communist Party and its fellow-traveling political
ally. He expects, in the meantime, to be up against
heavy retaliatory harassment in the opposition-
controlled Chamber of Deputies.
C. Netherlands-Indonesia The Dutch
have informed us
that they have agreed to resume diplomatic
relations with Djakarta three to four weeks hence.
