l. Laos
a. On Saturday, 20 more Vietnam-
ese "advisers" departed from Laos via
the Plaine des Jarres checkpoint. This
brings to 35 the number of these people,
to have passed out under the procedures
worked out at Geneva.
b. Souvanna tells us that he has
recently nudged the local North Vietnam-
ese and Chinese Communist representatives
about the continued presence of Vietnam-
ese forces in Laos, but hardly got a
positive response from either. The Chi-
nese, in fact, suggested Souvanna's
time might be, better spent working for
the withdrawal of Thai personnel al-
legedly still in the country.
c. All we have on Souphannou-
vong's activities since he arrived in
Moscow, a week ago is an uninformative
Pravda statement that he met with Koz-
lov and Kosygin on Friday.
d. Hanoi has agreed to hold up
the departure of its ambassador-desig-
nate to Vientine, but probably not be-
yond next Monday.
e. Souvanna, however, told Ambas-
sador Unger on Saturday that he will not
ask for a fuither delay just to keep Sai-
gon from breaking relations with his gov-
ernment. He broached the idea, nevertheless,
that Hanoi's man might be prevailed on
to go home shortly after presenting his
credentials, thereby leaving the two Viet-
nams on an equal diplomatic footing.

2. Yemen
f. Souvanna has also sent his
ambassador ,back to Saigon with orders
?to stump for a compromise on the rep-
resentation issue for as long as the
Vietnamese will let him stay in town.
HowEver, he feels that bringing Diem
around is largely our problem.
a. The Sallal government tight-
ened its hold on the country by a few
notches over the weekend.
b. Much of the old guard leader-
ship was eliminated ?by firing squad,
while armor and aircraft were sent out
on strikes against dissident tribesmen,
C. Hasan, who was last reported
in Jidda, seems now to be swimming
against the tide. However, we detect
no slackening in his resolve to mount
a counter-revolt.i
d. There seems to be an outside
chance that Hasan's prospects will be
boosted ?by dissension within the ranks
of the new regime. We suspect there
may be bad blood between Sallal and
his number two, Brigadier Abdullah al-
Jayfi.

3. Congo
e. Sallal has gone to Nasir
with a request for arms, and an offer
to resurrect Yemen's federal relation-
ship with the UAR. So far, he has
been promised the arms.
? a. Our consul in Elisabethville
put the question of whether Katanga
was purchasing aircraft directly to
Foreign Minister Kimba on Saturday.
All he got in response was a jumble
Of words admitting only that steps
had been taken to meet the threat of
a Congolese attack in northern Katanga.
b. The military picture remains
as murky as ever. As best as we can
make out, some gunfire is, in fact,
going on in north central Katanga.
c. Our people in Leopoldville,
meanwhile, report that Mobutu 's on-
again-off-again operation in South
Kasai is now on, following a cabinet
decision. An airlift of troops for
this purpose from Leopoldville to
Luluabourg was to have started yes-
terday.
d. Mobutu, while being the good
soldier, has his fingers crossed on
?this one. He feels that at best it
will slow things up in Katanga, and
that failure would give both him and
Adoula bad black eyes.

4. Communist
China
a. Most top Chinese leaders turned
out today for the big parade in Peiping
marking the thirteenth anniversary of
the regime. Chen Yi's speech of the
day was a long harangue against "US
imperialism." No identifiable Soviet
officials were reported present on the
receiving stand.
b. Khrushchev sent off a per-
functory message of congratulations
to Mao. Soviet representation at
the celebration functions in Moscow
was minimal.
C. Peiping's day, however, has
been brightened by kind words from
Algeria promising undying friendship
and support for its claim to UN
membership.

NOTES
A. Turkey With the knotty problem of amnesty for im-
prisoned Menderists about to come up for debate in
parliament again and thereby hamstring government
operations, military leaders are
thinking of taking over.
B. India-Pakistan The movement of a detachment of
Indian troops last week into disputed territory along
the India - East Pakistan border has touched off
another noisy row between New Delhi and Karachi.
The Indians seem to be trying to gain some sort of
tactical advantage before border negotiations start
up again next month.
C. USSR
Cosmos IX,
launched last Thursday, was brought back to earth
this morning after 63 orbits.
D. Bolivia On Saturday, President Paz declared a nation-
wide state of seige following the outbreak of what is
variously reported as Communist-inspired and rightist-
inspired unrest in southeastern Bolivia. Paz fears a
possible coup from either right or left unless he plays
his cards very carefully.

F. Indonesia A Soviet Sverdlov-class cruiser, rechristened
the "Irian" and apparently manned by a Soviet-trained
Indonesian crew, was last spotted steaming through the
Indian Ocean toward Djakarta in company with?two Riga-
class frigates. These ships are presumably the ones
the Indonesians signed up for about two years ago.
